The contracting authority is the Norwegian Agency for Public and Financial Management (DFØ).
DFØ is the government's professional body for financial management, good decision bases, organisation and management in the government, and procurements in the public sector. DFØ is also a provider of joint services for administration within wages and accounts.
DFØ needs to enter into a framework agreement for the purchase of Microsoft licenses, etc. The purpose of the framework agreement is to ensure that DFØ manages their contracts with Microsoft in an expedient and economically efficient manner. A framework agreement will be entered into with one tenderer that can act as DFØ's Licensing Solutions Provider (LSP) during the contract period.

DFØ currently has an Enterprise Agreement (EA) for the management and purchase of licenses that runs until 30.04.2023. The tenderer must be able to handle ordering licenses within the entire Microsoft contract portfolio, including EA, MPSA and MCA contracts, and assist the contracting authority with services related to license management. Furthermore, the tenderer must assist as needed with renegotiating existing contracts and entering into or creating other Microsoft contracts such as MPSA and MCA.
