Description:
A dynamic procurement system is being established for small diagnostic devices and accessories, aimed at supporting primary health care, specialized medical care, and social services, with opportunities for suppliers to apply throughout the system's duration.

The Central Finland welfare area is establishing a dynamic procurement system (DPS) for small diagnostic devices and accessories. The procurement concerns medical small diagnostic devices intended for daily professional use in primary health care, specialized medical care, and social services, related device-specific supplies (including products compatible with the current device inventory), and possible maintenance services.

The dynamic procurement system will not be divided into categories. Internal competitions within the DPS may be divided into sub-areas if necessary.

The small diagnostic devices targeted by this dynamic procurement system (DPS) are grouped into sub-areas by device type:

- Small measuring and patient monitoring devices and supplies:
blood pressure monitors for primary health and social care, thermometers, stethoscopes, breathalyzers, and pulse oximeters.

- Research devices and supplies for sense organs (ears, eyes, skin):
otoscopes and ophthalmoscopes, dermatoscopes, retinoscopes, tonometers, screening audiometers, and tympanometers.

- Measurement devices and patient scales and supplies:
height measurement systems, height measuring scales, wall-mounted height measuring tapes, as well as infant, floor, chair, column, stretcher, and specialized scales.

- Small physiotherapy research devices:
such as dynamometers, goniometers, and angle measuring devices, scolimeters, and reflex hammers.

- Other small medical research and treatment devices and supplies:
vascular and fetal dopplers, small ultrasound devices for examining cheek and forehead cavities, phototherapy devices, as well as TENS and TENS/EMS devices.

and any other medical small diagnostic devices and supplies required by the procurement unit.

In the internal competitions of the dynamic procurement system, the products to be procured and the places of use within the welfare area will be specified and defined.

The Central Finland welfare area will accept all applicants who submit a participation application and meet the eligibility requirements set for suppliers into the system. Procurements will be made within the dynamic procurement system through separate requests for proposals, i.e., internal competitions.

The dynamic procurement system is valid until December 31, 2030, unless shortened or extended by a separate announcement.

During the establishment phase of the dynamic procurement system, at least 30 days will be reserved from the day the procurement announcement is sent for publication for the submission of participation applications. No internal competitions of the dynamic procurement system can be conducted during the establishment phase. The procurement phase will begin in the spring of 2026, and the first procurements are planned to be carried out during 2026. The dynamic procurement system is intended to procure medical small devices and small diagnostic devices for use across the entire welfare area.

The procurement unit will process the participation applications received during the establishment phase within 10 working days after the end of the establishment phase.

Suppliers can apply to become a provider for the entire duration of the system's validity. Applying to the system does not directly mean participating in the procurements to be competed; the supplier must separately submit a proposal for the internal competitions to be opened after acceptance. The specific requirements, descriptions, and other documents related to the procurement contracts are available at the time of the opening of the internal competition for actors approved into the dynamic system. No bids can be submitted for existing contracts, i.e., for previously competed procurements until the competition is reopened.

The procurement unit may temporarily suspend the DPS, for example, during vacation periods. During the closure of the system, internal competitions cannot be conducted. Participation applications can be submitted during the suspension, and they will be processed within 10 working days once the system is reopened.
