According to the current legal situation, a review of the basic parameters of the municipal financial equalization in Brandenburg has to be made for the balancing year 2022. In addition, various elements of horizontal financial equalization will be analyzed financially.

According to the BbgFAG, there are inspection obligations for at least three years

- percentages according to § 3 Abs. 1 BbgFAG,

- Hundreds of percentages according to § 5 Abs. 3 BbgFAG as well as

- Main approach scale according to § 8 Abs. 2 BbgFAG.

In addition, the financial report to be prepared should in particular analyze and evaluate in detail the distribution parameters of the key measures for community tasks individually and above all in combination. The aim is to develop an overall concept for the division of the sub-key measures for community tasks, which ensures a proper distributive balance among all municipalities and cities in Brandenburg.

This includes:

- review of the main approach scale, taking into account complementary / alternative needs indicators,

- analysis of the effects of the demographic factor according to § 20 BbgFAG,

- Interactions between the main approach scale and the mapping of landscape planning functions.

The subject of the contract also includes:

- allocation of the social security compensation pursuant to § 15 (1) BbgFAG,

- Doping of the youth welfare allowance compensation according to § 15 paragraph 2 BbgFAG.
