At the level of the Ministry of Internal Affairs, Financing Contract no. 18441 was signed on 29.08.2024 for the investment project "Early Warning System - SAT (Early warning system)" within the National Recovery and Resilience Plan, Component 7 - Digital Transformation, investment 8 - Electronic Identity Card and Qualified Digital Signature, milestone 174 - Implementation of support measures for the implementation of the electronic identity card, with the Ministry of Internal Affairs, through the General Directorate of Internal Protection, as the beneficiary. The technical and economic indicators were approved by HG no. 361/09.04.2025. The objective of the investment proposed by DGPI aims to ensure a high level of trust and safety to increase the attractiveness of using the Electronic Identity Card (CEI) and accessing public electronic services. To fulfill the commitments made, it is imperative to carry out a first stage involving the modernization of the infrastructure used by the contracting authority. This activity involves the acquisition of both high-performance hardware and associated software based on the latest technologies available on the market capable of utilizing AI technology. Through the awarding procedure, two Framework Agreements will be concluded for the following products: Lot 1: 1. Integrated database platform equipment; 2. Backup platform equipment; 3. Software products. The software products are associated with the two hardware equipment. The maximum estimated value of the Framework Agreement for 24 months is 40,203,000.00 lei excluding VAT. The maximum estimated value of the Framework Agreement for 24 months is 26,000,000.00 lei excluding VAT. Detailed description can be found in section II 2.2 List of Lots, Lot 1 and Lot 2. Depending on the objective (investment) to which the products subject to the awarding procedure contribute, subsequent contracts can be concluded from any funding source (state budget, non-reimbursable external funds, grants, etc.) The contracting authority will respond clearly and completely to all clarification requests up to the 11th day before the deadline for submitting offers, for clarifications received at least 18 days before the deadline for submitting offers. At the time of submitting the offer, DUAE will be completed by the participating economic operators in the awarding procedure with information related to their situation according to the provisions of art. 193 para. (1) letters a) and b) of Law no. 98/2016. When completing DUAE, the economic operator will select: "SELECTION CRITERIA" section A "Global indication for all selection criteria" ("This complies with all selection criteria imposed indicated in the relevant announcement or in the procurement documents indicated in the announcement").
