Description:
Maintenance and additional development services are required for the Carbon Footprint Calculation Tool of the Interreg Euro-MED Program, with a single contract approach justified by the technical interlinkage of the services.

The consultation is being launched in the form of an open tender in accordance with articles R2161-2 to R2161-5 and R2162-1 and following of the Public Procurement Code (CCP). The duration of the contract is two years from the notification to the awardee. The contract has mixed pricing: it is partly in a global and fixed price and partly in a framework agreement with purchase orders. For the part in the framework agreement with purchase orders, the contract is concluded without a minimum, with a maximum of 35,000 euro(s) excluding tax for the entire first two-year period, 7,500 euro(s) excluding tax for the 3rd year, and 7,500 euro(s) excluding tax for the 4th year. The services will be subject to a single contract. According to article L2113-11 of the Public Procurement Code, the choice not to divide this contract is justified by the following reason(s): the division into separate lots is likely to restrict competition or may make the execution of the services technically difficult or more expensive. Indeed, the services described in the specifications are technically linked to each other; separating them into different lots would make them more complex to carry out and therefore increase their cost.
