Description:
The Pomeranian Regional Tourism Organization seeks a service provider to develop and implement a repositioning and image campaign aimed at transforming the Southern Baltic area into an inclusive equestrian tourism destination, initially targeting German tourists while promoting year-round activities and lesser-known locations.

Based on Article 38, paragraph 1 of the Public Procurement Law (i.e., Journal of Laws of 2024, item 1320, as amended), the Pomeranian Regional Tourism Organization is the Ordering Party authorized to conduct the proceedings and award the contract to the Contractor whose offer will be selected as the most advantageous on behalf of and for four financing partners, from whom funding for the actions being the subject of the contract will be obtained, i.e.:
– Pomeranian Regional Tourism Organization (Poland)
– Bocianie Gniazdo Foundation in Runowo (Poland)
– Administration of the Kretinga District Municipality (Lithuania)
– Museum in Kretynga (Lithuania)

The Pomeranian Regional Tourism Organization (PROT) serves as the leader of the public procurement and is responsible for organizing the tender proceedings on behalf of the four funding partners. After selecting the contractor, each of the funding partners will sign a separate contract with the contractor and pay the respective share of the remuneration.
1. The subject of the contract is co-financed from the funds of the Interreg South Baltic 2021-2027 Program Action 3.1 Developing sustainable, resilient and innovative tourism.
2. The tender is conducted as a joint procurement of four partner institutions within the framework of the international cooperation project 'Equestrian Tourism for Everyone - supporting inclusive and citizen-oriented development of equestrian tourism in the Southern Baltic area,' which is co-financed by the EU under the Interreg South Baltic 2021-2027 program. It is being implemented jointly from January 1, 2025, to December 31, 2027, by 10 institutions from five countries and focuses on five partner regions that serve as a testing ground for further development of equestrian tourism in the Southern Baltic area: Pomeranian Voivodeship (Poland), Kretinga District (Lithuania), Öland Island (Sweden), Odsherred (Denmark), and Mecklenburg-Vorpommern (Germany). Four partner institutions involved in the tender as financing partners will commission and finance the required services with the explicit aim of generating benefits for all five aforementioned partner regions of the project. The goal of the project 'Equestrian Tourism for Everyone' is to transform the Southern Baltic area into an inclusive, sustainable, and year-round equestrian tourism destination, which, in addition to classic horseback riding, offers additional horse-related attractions accessible to a broad audience, not just riders (e.g., contemplation with horses, picnics with horses). This goal is to be achieved by building regional partnerships in equestrian tourism, piloting the implementation of new types of riding trails, and developing innovative equestrian tourism offerings in collaboration with small and medium-sized enterprises from the equestrian industry in the five partner regions. An integral part and connecting element of the actions is a joint repositioning and image campaign aimed at changing the perception of equestrian tourism from an exclusive form of leisure to a form accessible to all, regardless of social status, age, physical limitations, or level of riding experience. The aim of this open European-wide tender is to find an external service provider to assist the partnership in developing and implementing this campaign. In the first phase, the desired change in the image of equestrian tourism in the Southern Baltic area will be communicated and established among German tourists visiting the region. Attracting this target group and opening this source market is in the common interest of all partner regions, which is why it will be utilized as the first joint 'test'. Furthermore, in this context, particular attention should be paid to promoting equestrian tourism outside the main season and in lesser-known locations beyond the primary tourist centers. However, in the long term, the new image and branding are intended to be used for marketing in other key European markets, as well as in the relevant domestic markets of each of the partner countries. National guests visiting the region outside of the season (e.g., second home owners, elderly individuals) and local residents (e.g., individuals or families from the area, school classes) are particularly interesting, as reaching them can help achieve more sustainable demand and additional income for small and medium-sized equestrian enterprises throughout the year, while contact with horses can also directly promote the quality of life for residents. Thus, the repositioning and image campaign to be designed and implemented by the contractor should be specifically tailored to attract German tourists in the first phase (= primary, common source market) to the five partner regions of the project 'Equestrian Tourism for Everyone' mentioned above. At the same time, however, the new brand and image should ideally be general enough to also be used later in national repositioning and image campaigns and for activities directed at visitors from other countries in the Southern Baltic area and other key European markets.
