The purpose of this tender is to enter into framework agreements that meet the Ministry of Defence's Property Agency's ongoing need for advice related to the industrial environment at the Ministry of Defence's establishments in Denmark. The Danish Ministry of Defence's Property Agency will thus enter into a framework agreement in this area.
Agreements are entered into with up to three advisers in order of priority, which is important for the award of specific fee agreements.
The purpose of this tender is to enter into framework agreements that meet the Ministry of Defence's Property Agency's ongoing need for advice related to the industrial environment at the Ministry of Defence's establishments in Denmark. Advice may include: Environmental permits, screenings and environmental assessments, oil storage (condition assessments, risk assessments and impact assessments), wastewater, air and odour emissions, waste and chemicals, drawing material, measurements and calculations, environmental legislation, information material, campaigns and education as well as environmental emergency plans. The advisory areas are described in more detail in the service description attached to the framework agreement. The scope of the individual tasks requested under the framework agreement is determined in the individual fee agreement.
The Danish Ministry of Defence's Property Agency will enter into agreements with up to three consultancy firms in order of priority, which is important for the award of specific fee agreements. Fee agreements up to an estimated value of DKK 1.00 million are thus awarded, as a rule, to the best priority advisor, while fee agreements with an estimated value exceeding DKK 1.00 million are awarded through the implementation of mini-tenders, where the competition is reopened and fee agreements are awarded on the basis of the award criterion "best conditions with price and quality".
The framework agreement has an estimated annual value of DKK 6.00 million, which is why the total estimated value for the entire four-year term of the framework agreement is DKK 24.00 million. However, the maximum value of the framework agreement is DKK 12.00 million, and the total maximum value for the entire four-year duration of the framework agreement is therefore DKK 48.00 million.
The information provided regarding the estimated and maximum value of the framework agreement should be understood as the value of all three agreements with the up to three advisors.
The framework agreement will enter into force when the framework agreement is signed by both parties, but no earlier than 1 June 2023. The framework agreement shall have a duration of four years from the entry into force of the framework agreement.
