The need for a quarantine facility arises from the current emergency of the SARS-CoV-2 coronavirus pandemic. According to § 30 Abs. 1 S. 2 IfSG sick persons are obliged to isolate. In the case of asymptomatic or mild courses, home isolation is provided. People without shelter have no place for this and therefore no possibility, as there is currently a lack of facilities that enable appropriate segregation measures if necessary.
The facility is intended to provide homeless people with a place of isolation in the period from 01.01.2023 – 30.04.2023 and to protect third parties from infection. Thus, on the one hand, the facility contributes to the care of homeless people in this precarious situation and, on the other hand, to the containment of the corona pandemic.
The goals of the facility are based on the current challenges posed by the corona pandemic in Berlin and the resulting special needs of homeless people.
• Accommodate and promote recovery for homeless people with mild symptoms and homeless people suspected of being infected with SARS-CoV-2 by a rapid positive antigen test.
• Reducing the spread of the novel coronavirus and infecting third parties.
• Stabilisation/improvement of the general health and living situation of affected homeless people.
The applicant must contribute a usable object or make himself available.
The facility is to be divided into separate areas, an isolation area for PCR-positive test and a quarantine area for suspected cases with positive antigen rapid test. The use of common rooms must also be separated according to infected and suspected cases. Sharing within the groups is possible.
The accommodation will have a total of 75 places; wherein a needs-based, season-dependent adjustment of the number of seats upwards and downwards is desirable.
The residents are to be accommodated individually in the quarantine area and in pairs in the isolation area, separated by gender.
An essential prerequisite for the success of this measure is professionally qualified and experienced personnel. The deployment of personnel must correspond quantitatively and qualitatively to the requirements of the service description. The working conditions of the staff are subject to the labour law requirements. The client (Client) reserves the right to check compliance with the requirements during normal business hours during the term of the contract and to inspect employment contracts, proof of qualifications and certificates.
Personnel structure:

(6) The formation of intercultural teams should be sought according to linguistic diversity.

(8) The involvement of volunteers is in principle possible and desired.
