Nasjonalt kommunesamarbeid for 110-sentralene IKS, invites tenderers, on behalf of Norway's 110 centres, to an open tender contest for the procurement of a new system for mobile notifications.
The 110 centres in Norway have jointly procured a new assignment management tool (OHV) that will replace the current system by the end of 2022. Locus Solutions AS has been chosen as the supplier of the tool LocusEmergency OHV.
As a starting point, OHV uses the emergency network to notify resources. We would like to be able to notify resources at times when the emergency network is not available.
The purpose of the procurement is to supplement the OHV for all the 110 centres in Norway.
The service is a mobile notification system that can function independently next to the emergency network.
Summoning fire crews will normally go over the emergency network. If there is an error in the emergency network, the 110 centres must have a reserve system that can notify the fire crew. It is important that this is done over another carrier than the emergency network, and that the system is not dependent on the OHV platform being available.
The 110 centres also use the system internally to notify/inform our operators. The fire services often need to sent out information to their crews by SMS. This is currently solved by the fire service logging onto the 110 centre's mobile notification platform, and they only have access to their own crew.
In some regions the 110 centre has a contract with external organisations so that they can send population notifications and mobile notifications to pre-defined groups.
The aim of the procurement is to obtain a service that covers the needs for
- Resource notification via OHV
- Resource notification via an alternative system independent of OHV
- Population notification (option). The service for mobile notification must be integrated with OHV, so that operators normally use OHV for sending mobile notifications. The system must be able to send data back to OHV.
