km, at least 8 pupils.
- Route 2 afternoon transport: Ruokolahti school–Virmutjoki–
Talkkuna–Kelkanmäki, approx. 42 km, at least 8 students.
- Route 3 afternoon transport: Ruokolahti school–Autumn base–
Talkkuna–Tiitanjoentie, 32–43 km, at least 5 students.
- Route 3B morning transport: Kiettavalä–Ruokolahti school, 37–
42 km, less than 5 students.
- Route 3 C afternoon transport: Ruokolahti school–Kiettavalä,
37–42 km, less than 5 pupils.
Ruokolahti School is located at Metsolantie 7, 56100 Ruokolahti. The tender process concerns the school transport of pre-primary and basic education pupils to ruokolahti school. The school day starts at 9:00 and ends at 13:00-15:00 according to the school charter.
All traffic is open public transport, and free passenger seats can also be used as services and services for adult passengers.
The agreement period covers school transports on the contact teaching days of basic education decided by the Ruokolahti Municipal Welfare Services Board during the academic year 2023-2024. The agreement includes the option academic year 2024-2025 (for routes 1, 2 and 3). Transportation on the closing days of school semesters is ordered separately as needed. Transport is not organized on weekends, as well as during school holidays.
The operator will be notified of the introduction of the option year by the end of the previous March. If the operator does not wish to extend the contract for the option year, the municipality must be notified within one month of the notification made by the municipality.
The contract price is tied to the cost index of taxi transport traffic. The contract price is adjusted every academic year so that the contract price is used in the first academic year. The basic index is the point figure for the first quarter of 2023. The adjustment is made using the point figure of the corresponding period of the year of the price adjustment.
Data on transport needs are based on the situation in April 2023. Routes, student numbers and schedules may change. The final detailed routes and timetables with mileage will be specified in the autumn at the start of school work, when the actual operation will begin. The assistant principal orders school transportation to the transport routes that will finally take shape in August. Changes may still occur during the school year as transport needs change. The number of students transported may increase depending on the discretionary transportation in midwinter. In addition, ruokolahti school and schools in nearby municipalities may cooperate and combine student transports, for example. In the case of vuoksenniska school or lappeenranta hospital school transport.
The customer has the right to check the routes and timetables as necessary during the contract period. Journeys and routes are checked in one tender process with the operator selected as the transport route operator.
During the contract period, changes may occur that affect the organisation of the traffic that is the subject of this invitation to tender. Changes are negotiated between the parties, after which the contract drawn up as a result of the tendering procedure is revised as necessary, and the operator is not entitled to claim damages due to the aforementioned changes. When submitting a tender, the operator undertakes to this condition.

When submitting an offer, the anti-competitive provisions of the Competition Act (948/2011) must be taken into account. The procurement complies with the Act on the Contractor's Obligations and Liability when Work is Contracted Out (1233/2006), the Act on Public Procurement (1397/2016) and the General Terms and Conditions of Public Procurement in service procurements (JYSE 2014 PALVELUT).
Contract documents complement each other. In the event of a conflict between the invitation to tender, the procurement decision, the contract and the general terms and conditions (JYSE 2014 PALVELUT), the documents shall be followed in the following order of importance: 1. Contract, 2. Procurement decision, 3. Request for quotation, 4. JYSE 2014 SERVICES.
The selection of tenders is based on the cheapest price for operating the destination. The offer price includes all costs and fees and allowances related to the provision of the service. The municipality reserves the right to accept or reject all offers.
The Service Provider undertakes to cooperate with the Client's representatives. Cooperation and development meetings are held when necessary. The service provider does not receive separate compensation for meetings, but cooperation and development are included in the offer price.
The driver's customer service must be friendly, businesslike and, if necessary, intervene in customer behavior. The driver must wear a seat belt and ensure that passengers on board also wear seat belts. Inappropriate behaviour by the service provider's staff may constitute grounds for terminating the contract.
All drivers working in the traffic covered by this invitation to tender must have sufficient oral and written knowledge of Finnish (i.e. at least level B1 of the Pan-European Framework of Reference). Drivers must have sufficient local knowledge.
The transporting personnel wear a neat and appropriate uniform and have a driver card on display.
The service provider is responsible for ensuring that the drivers receive adequate orientation before the start of the actual operations and, if necessary, also during the contract period, so that the service runs smoothly.
The Service Provider shall be liable to compensate the Customer for any damage caused by the fact that the traffic referred to in the agreement is not fulfilled or that the Service Provider has otherwise neglected its obligations to organise traffic or otherwise violated the contract.
The service provider is also liable for damages caused to passengers or other third parties. The service provider is responsible for the work and actions of its personnel serving as an employer in traffic to both the client and outsiders.
