Digitization, verification, improvement of the quality of the cadastral map and modernization of the EGiB database for the Suche precinct in the Poronin cadastral unit. The purpose of the works is to modernize the land and building registry frame in accordance with art. 24a of the Act of 17 May 1989 Geodetic and Cartographic Law. The modernization works are aimed at adapting the databases of land and building records for the Suche precinct in the Poronin registration unit to comply with the conceptual EGiB data model set out in Annex 1a to the Regulation of the Minister of Regional Development and Construction of 29 March 2001 on records land and buildings, including this database in the integrated property information system referred to in Art. 24a of the Act on Geodetic and Cartographic Law, as well as improving the quality and timeliness of data on the records of land and buildings of the Suche precinct, in accordance with the detailed description of the subject of the contract, hereinafter referred to as "OPZ", constituting Annex 8 to the ToR.
1. The subject is the selection of a contractor who will provide the contracting authority with services consisting in the implementation of geodetic and cartographic work in the field of digitization, verification, improvement of the quality of the cadastral map and modernization of the EGiB database for the Suche precinct in the Poronin cadastral unit in accordance with the "OPZ" attached No. 8 to the ToR.
2. Works must be carried out in stages:
Stage I:
1) Submission of geodetic work at PODGiK in Zakopane.
2) Acquiring data and materials from PODGiK in Zakopane.
3) Analysis of existing geodetic documentation located in the resources of the Poviat Center for Geodetic and Cartographic Documentation and presentation to the contracting authority.
4) Supplementing the working database of land and building records based on the results of analyzes carried out.
5) Performing field interview and direct complementary field measurements regarding buildings and obtaining descriptive information about buildings and premises.
6) Updating the working registration database and supplementing it with data on buildings and premises.
7) Handing over to the contracting authority for the working control of a database of buildings and premises, as well as a technical survey of the works carried out at stage I.
8) Control and receipt of stage I.
Stage II
1) Verification of cadastral analogue maps and collection of information enabling the EGiB database to be supplemented in accordance with the EGiB conceptual model in the scope of: registration units, registration precincts, plot boundaries, land use contours, classification contours, use classes, buildings, housing properties, registration entities.
2) Verification and supplementation of the database of land and building records in the scope of information regarding the legal status of real estate as well as owners and owners.
3) Agreement of contacts with neighboring poviats, units or precincts.
4) Performing field surveying or photogrammetric measurements preceded by establishing the boundaries of registration plots pursuant to § 37–39 of the Regulation of the Minister of Regional Development and Construction of 29 March 2001 on the registration of land and buildings.
5) Performing a final comparison of EGiB geometric and descriptive data.
6) Providing the contracting authority with the results of stage II works for inspection in the form of a technical report, supplying the EGiB database with the results of works of stages I and II.
7) Control and receipt of stage II.
Stage III:
1) Preparation and participation in the public review of the draft descriptive and cartographic survey of land and building records in accordance with applicable regulations.
2) Participation in the consideration of comments made during the lecture.
3) Completing and submitting for the final control of the land and buildings registry to reveal changes in the EGiB database.
4) Final inspection by the contracting authority of the land and buildings registry and the master map in accordance with OPZ for the comprehensive modernization of the records of land and buildings and in accordance with the deadlines specified in the task implementation schedule.
3. If the ToR descriptions, including the OPZ, include: standards, European technical assessments, approvals, technical specifications or technical reference systems referred to in art. 30 paragraph 1 point 2 and par. 3 of the Public Procurement Law, this should be treated only as an aid in describing the subject of the contract. In each case, solutions equivalent to those described are acceptable.
4. The terms of the contract are included in the draft contract, which constitutes Annex 7 to the ToR.
5. The Awarding Entity reserves that the services subject to this proceeding are intended for use by natural persons, including the employees of the awarding entity, therefore it requires performance of the contract taking into account the requirements regarding accessibility for the needs of all users, including ensuring accessibility for the disabled.
6. The Awarding Entity informs that it does not plan to award the contracts referred to in Art. 67 section 1 point 6 and 7 of the Public Procurement Law.
