Description:
treatment of residual household waste as well as sorting and packaging of packaging and paper from selective collection for 3 types of flows (packaging/paper/multimaterial)

this contract covers the territory of SYDEVOM for the treatment of residual household waste (Omr) and selective sorting, except the Banon sector. However, the territory of SYDEVOM is subject to change.

In accordance with the Regional Waste Prevention and Management Plan (Prpgd), the treatment method chosen for RMOs in the Alpes de Haute-Provence is storage in a Non-Hazardous Waste Storage Facility (NSDS)

Household waste treatment - North sector

Two input systems exist for OMRs:

- direct supply where collection trucks go directly to ISDND to empty their skips

- massification on transfer dock and transport to the ISDND via a semi-trailer truck or compaction skips or boxes.

Household waste treatment - Centre/South sector

Two input systems exist for OMRs:

- direct supply where collection trucks go directly to ISDND to empty their skips

- massification on transfer dock and transport to the ISDND via a semi-trailer truck or compaction skips or boxes.

Sorting and packaging of household packaging

The following waste is included in the designation of recyclable household waste for the purposes of this contract:

. plastic, paper, small cardboard and metal packaging (steel and aluminium) and packaging made of a mixture of two or three of these materials in compliance with the technical requirements of the processing centres, including:

- metal household packaging made of steel and aluminium (cans, cans, trays, etc.);

- small metal packaging (beer capsules, coffee capsules, collars, aluminium seals, etc.)

- paper and cardboard for household and similar packaging (PCNC uncomplexed cardboard paper);

- packaging of liquid foodstuffs such as Brick (complexed cardboard paper);

- bottles of household packaging made of PVC, PET, HDPE, PP (bottles of mineral water, fruit juices, soft drinks, cans of detergents, cleaning products, shampoo bottles and others etc.) as defined in the specifications of the CITEO scale

- other rigid plastics related to the extension of sorting instructions: all types of household plastic packaging combined (light and dark PET, HDPE, pp, ps, PVC, complexes, etc.).

- plastic films made of PE

Sorting and packaging of papers

are included in the name "Papers" the waste constituted by newspapers, magazines, brochures, papers, envelopes, catalogues, notebooks in compliance with the technical requirements of the treatment centers (and take-back contracts) and the eco-organization Citeo-Papier.

Two collection schemes are in force on the territory of the SYDEVOM of Haute-Provence:

- Biflux or multi-material collection: packaging and paper are disposed of mixed in yellow containers, glass in green containers,

- Triflux collection: packaging is thrown into yellow containers, paper in blue containers, glass in green containers.

As of January 1, 2024, two communities are in Biflux: the CCAPV and the CCVUSP as well as the municipality of Digne within PAA (Provence Alpes Agglomération).

The CCPFML's collection scheme changes in the fall of 2023 to biflux.

That of the city of Digne should evolve at the end of 2023 and switch to tri flow to harmonize the collection scheme of the entire Paa.

For very remote sectors, CCAPV and CCVUSP, SYDEVOM has set up transfer docks for packaging mixed with paper.

Similarly, there is a transfer dock for the Digne sector.

The collection of columns is done with crane trucks with on-board compactor for packaging and multimaterial.

Only some member communities continue to collect their packaging in bins and must be able to bring their packaging directly to the sorting center.

In general, given the absence of a break in load on more than half of the territory, the holder will have to either propose a sorting center for the northern sector one for the southern sector, or a break in load for the direct supply of trucks of SYDEVOM or EPCI members.

Sorting and packaging of multi-materials

the same type of sorting as for the sorting and packaging batch of packaging is required, the only difference consists of mixing paper and cardboard in a PCM flow "Paper cardboard and mixing", with a rate of presence of paper that will be very important (of the order of 60 to 70%)
