The National Library of Norway hereby invites to a restricted tender contest for security guard services for the Library's premises in Oslo and Mo i Rana The National Library of Norway’s premises are approx. 20,000 m2 in Rana and approx. 22,000 m2 in Oslo.

In Rana there is especially a need for mobile security guard services, but in particular circumstances there can be a need to order stationary security guard services for shorter periods in connection with, for example, events or escorting services.

In Oslo there is a need for both mobile and stationary security guard services. The National Library of Norway is in a phase of change with a strong increase in the number of exhibitions and events in the premises in Oslo, and

the tenderers must thus be prepared that certain changes in the need will occur. In Oslo the buildings are a main building with associated storage buildings. In Mo i Rana the buildings consists of a main building and associated storage buildings. In addition we also have

five external warehouses.

The location in Rana will only require mobile security guard services. The location in Oslo requires mobile and stationed security guard services. The National Library of Norway is in a changing process with major increase in the number of exhibits and arrangements. The Library has recently opened a cafe in the premises in Oslo. The service providers must therefore be prepared for changes in relation to requirements. See also the permission to change the contract in accordance with point 17 given in NS8434:2008 ("General contractual terms for manual guard and security services"). These terms shall regulate the agreement between the successful tenderer and the National Library of Norway.

The agreement period is from 1 June 2022. The agreement period is for two years with option extending the agreement for two years for the contracting authority. The maximum contract period is four years.

Based on previous figures, the contract value is estimated to be approx. NOK 5 million excluding VAT per year. The total value of the procurement (4 years) is estimated to NOK 20 million excluding VAT. The volume must be considered an estimate and thus non binding for the contracting authority.
