Owned by Basingstoke and Deane Borough Council (“the Authority”), The Malls is a Shopping Mall of just under 27 133 m2 (292 000 sq. ft.) retail space located in the centre of Basingstoke. The Authority is seeking to appoint a managing agent to manage The Malls, which will involve the provision of the majority of managing agency services required for commercial premises of this nature.

The contract is being procured under the Restricted procedure. The authority is seeking to appoint a managing agent to manage The Malls for a period of 3 years, with the option to extend the contract term annually by up to a further total period of 2 years. The scope of services will include:

(a) Health and Safety Management;

(b) Financial Administration;

(c) Asset Management;

(d) Hard Facilities Management; and

(e) Soft Facilities Management.

It is a critical consideration that the managing agent will have experience of being a managing agent for a nationally recognised Shopping Centre and can demonstrate delivery of vibrancy and dynamism in the overall shopping centre experience. As such, delivery of the “sub-services” of cleaning, security and facilities management are fundamental to the successful delivery of the whole of the managing agency services.
