OBJECT OF THE PROCUREMENT
The object of this dynamic procurement system (hereinafter also referred to as "DPS") includes planning and consulting services related to the construction of facilities for VTK Real Estate Ltd and its following group companies:
- Vivamus Real Estate Ltd
- Kivistön Pipe Waste Ltd
- Property Ltd Tiedepuisto
The DPS is divided into twenty-one (21) independent sub-areas:
- Sub-area 1: Project management and supervision
- Sub-area 2: Architectural and main planning
- Sub-area 3: Overall planning of projects (ARCH, CONSTRUCTION, HVAC, fire, noise)
- Sub-area 4: Structural design and various structural reviews (third-party inspections, inspections of large-span halls, etc.)
- Sub-area 5: HVAC planning
- Sub-area 6: Electrical planning
- Sub-area 7: Yard and landscape planning
- Sub-area 8: Stormwater planning
- Sub-area 9: Traffic planning
- Sub-area 10: Condition assessments, harmful substance studies, and other related investigations
- Sub-area 11: Investigations of contaminated lands and consulting for remediation
- Sub-area 12: Energy calculations and studies
- Sub-area 13: Geotechnical studies and foundation design
- Sub-area 14: Sprinkler design
- Sub-area 15: Acoustic design
- Sub-area 16: Interior design
- Sub-area 17: Lighting design
- Sub-area 18: Noise and vibration studies
- Sub-area 19: Fine particulate studies
- Sub-area 20: Carbon footprint calculations
- Sub-area 21: Cost calculation services (estimates, quantity calculations)
The tasks included in the sub-areas are described in more detail below by sub-area.
Candidates can apply for one or more sub-areas with a single application. The candidate must indicate in the section "Criteria for the object of procurement" which sub-area(s) the candidate is applying for. The candidate must provide the required annexes and clarifications demonstrating the candidate's suitability and compliance with the application request for each sub-area they are applying for.
DESCRIPTION AND OPERATIONAL PRINCIPLE OF DPS
The operational principle of DPS is straightforward and user-friendly. Initially, the contracting authority establishes the DPS and defines the suitability criteria that suppliers must meet. After that, interested suppliers can submit their applications for participation at any time during the validity of the system.
The contracting authority reviews the incoming applications and accepts, by sub-area, all suppliers who meet the established suitability criteria into the DPS.
When the contracting authority needs services covered by the DPS, it organizes mini-competitions among the suppliers approved in the DPS. This process is repeated for each procurement, allowing for up-to-date competition and pricing. The DPS remains open to new suppliers throughout its duration, promoting continuous competition and providing equal opportunities for all suppliers who meet the suitability criteria.
DURATION OF DPS
The DPS is valid until August 31, 2030. VTK Real Estate Ltd has the right to suspend the DPS or its individual sub-area during its validity. During the duration of the DPS, all interested candidates can submit applications for participation in the sub-areas of the DPS. VTK Real Estate Ltd also has the right to extend the validity period of the DPS.
PROCUREMENT OUTSIDE THE DPS
The contracting authority has the right to procure services included in the DPS also outside of the DPS if necessary, for example, based on separate competitions or existing contracts.

Sub-area 1: Project management and supervision tasks.
The tasks include consulting services for project management and supervision related to new and renovation construction of facilities. The specific tasks that the assignment concerns are defined separately for each project.
LOT-0002
Sub-area 2: Architectural and main planning.
The tasks include architectural and main planning tasks for new and renovation construction projects of facilities. The specific tasks that the assignment concerns are defined separately for each project.
LOT-0003
Sub-area 3: Overall planning of projects (ARCH, CONSTRUCTION, HVAC, fire, noise).
The tasks include overall planning services preceding the construction of new and renovation projects. The specific design disciplines needed for an individual project are defined more precisely on a case-by-case basis.

Sub-area 4: Structural design and structural reviews.
The tasks include the design and sizing of load-bearing structures as well as special inspections, such as those for large-span halls, and inspections conducted by third parties.

The tasks include HVAC planning for new and renovation construction projects and related consulting services.

The tasks include electrical planning for new and renovation construction projects and related consulting services.

The tasks include yard and landscape planning for new or renovation construction projects.

The tasks include stormwater planning for new or renovation construction projects.

The tasks include condition assessments of buildings and studies on harmful substances, along with other related investigations and consulting services.

The tasks include cost and quantity calculation services for facility projects. These include, for example, the preparation of project cost estimates and quantity calculations of materials and work to support planning.
