The deadline for submitting bids is specified as 21/03/2025 at 10:00 (Paris time). The times listed in section 5.1.12 are in UTC format. This is a defense or security contract. The framework agreement is for the supply of training drones and the provision of related services. These drones are intended to equip forces to familiarize them with drone combat. The drones must allow infantry soldiers to train to perform part of the entire spectrum of their missions: - Detect; - Recognize; - Identify. The first deliveries of drones are to be made between October and December 2025. The main services to be carried out include: - The supply of ready-to-use drone systems; - The supply of spare parts; - The provision of documentation in digital format. The system must be easily transportable by the soldier and equipped with sufficient autonomy to make flights lasting a minimum of 25 minutes and able to project at least 2 km. Furthermore, some of the drones will be equipped with an infrared or near-infrared camera. The estimated amount listed in section 2.1.3 corresponds to a global estimate for the framework agreement project, with no commitment from the State.---- In addition to section 5.1.15: This is a composite framework agreement (firm part with part on order forms).---- This is a single-award framework agreement.----- The maximum amount indicated in sections 2 and 5 below is excluding taxes.----- Candidates must specify whether they are submitting alone or in a grouping.----- The composition of groupings may be modified, and it is possible to form new ones between the submission of applications and the submission of initial offers if all members of the new grouping presented at the offer stage were authorized at the application stage to submit an offer or to participate in it, at least as an accepted subcontractor in the application phase. The newly constituted grouping must meet the requirements related to the candidates' capacities.----- Moreover, the provisions of articles R2142-23 and R2342-14 of the Public Procurement Code apply.----- Signature of documents: The documents in the application file requiring a signature must be signed by a person authorized to bind the company (with the name, surname, title of the signatory indicated, and with the company stamp). If the signatory does not appear in the public information via the SIREN number or equivalent document for candidates established abroad, any document attesting to the capacity of the signatory to bind the company.----- Regarding electronic files, a signed zip does not constitute a signature of the documents it contains. Each document requiring a signature must be signed electronically and separately by a person authorized to bind the company (see ''Submission procedures mentioned in section 2.1.4).----- A scanned handwritten signature cannot replace an electronic signature.----- All members of the grouping must opt for the same signature format (electronic) with no possibility of mixing the two types of signatures.----- The provision of all elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is essential, under penalty of rejection of the economic operator's application.----- In accordance with article R 2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries to the European Union or the European Economic Area.-----
