Aalborg Forsyning is in the preparation phase regarding the procurement of heating meters and wishes to engage in dialogue with the market in this connection.
Aalborg Forsyning hereby invites potential tenderers to market dialogue on the upcoming procurement of a framework agreement for the supply of heating meters.
Background – existing conditions
Aalborg Forsyning's meter park currently consists of approximately 49,000 meters from the manufacturer Kamstrup. The meters are read via Aalborg Forsyning's own network based on Wireless M-bus communication. The network was established between 2017-2019 by the company Kamstrup and is being continuously expanded. The network consists of approximately 107 antenna positions and about 300 auxiliary components (repeaters). The network covers the entire supply area of Aalborg Forsyning – see the map in Appendix 1. Schematically, the network is depicted as shown in Appendix 2. The network ensures that hourly values are retrieved every hour for all meters.
Aalborg Forsyning uses Ready (Kamstrup's platform) as the data processing and distribution platform. Ready is hosted at Kamstrup. Meter data is used for billing, analysis, troubleshooting, planning, and optimization/expansion of the supply network. Data is also utilized in a customer app/portal, where all consumers have full access to their consumption data on an hourly basis.
Aalborg Forsyning expects a remaining lifespan of approximately 4-6 years for the existing meters and the existing system.
The upcoming procurement
Aalborg Forsyning wishes to tender a framework agreement for the supply of meters for new customers and for the replacement of faulty meters, as well as in connection with the sampling of meters for random control. Meters in the agreement will be used throughout the supply area. The framework agreement must cover all meter sizes – qp 1.5 to 150 m3/h. The supplier of the framework agreement must ensure that data from new meters is retrieved to the same extent, quality, and frequency as data from the existing meters. The framework agreement has an expected scope of 2,000 meters per year. The majority of the meters (approximately 95%) will be qp 1.5 m3/h.
Market dialogue
The purpose of the market dialogue is to identify possibilities, solutions, technologies, and supplier interest in the market to ensure a well-structured and effective procurement process. The market dialogue will thus help identify which market participants are interested in bidding on an agreement with Aalborg Forsyning regarding financial scope, technical requirements, etc., as well as uncover what solution options the market can provide to supplement the current solution.
The dialogue with potential suppliers is based on the following, as Aalborg Forsyning particularly wishes to address the following technical issues:
1) Which meters and communication options (alternative technologies) does the supplier see as technically and economically relevant for the task in question?
Is, for example, NB-IoT or LoRaWAN a relevant technology?
• Requirements for installation at consumers? 230V?
• Requirements for supplementary network components
• Agreement with network/telecommunication provider regarding performance requirements, data frequency, data quality, data security, etc.
• Hardware requirements for the data platform for decryption, data processing, and data distribution internally at Aalborg Forsyning
2) What opportunities does the supplier have to utilize the existing retrieval network?
• What information does the supplier need in order to assess this?
• What requirements will the supplier place on the network's individual components for this purpose?
3) What solution can the supplier propose for a supplementary data platform to the existing Ready (Kamstrup), including hosting and support for this?
4) Aalborg Forsyning would also like the supplier's assessment of "the future technological direction for the retrieval of data from heating meters"
5) What opportunities does the supplier see for using open standards in the future?
6) The contracting authority wishes to hear what options the supplier sees in relation to ensuring that the contracting authority also in the future receives the necessary and sufficient data from the meters, so that the contracting authority can also in the future ensure that data from the meters is retrieved to at least the same extent, quality, and frequency as with the existing meters.
7) What does the future look like in terms of the use of new technology, e.g., AI?
8) What price index does the supplier consider relevant for index regulation on a framework agreement for the procurement of heating meters?
9) Are there any contractual terms that would prevent the supplier from bidding on an agreement? E.g., CSR, penalties, etc.
Participation in the market dialogue is not a prerequisite for participation in the upcoming procurement and does not give a preferred position compared to other potential suppliers.
Aalborg Forsyning wishes to engage in dialogue with a limited number of actors, why Aalborg Forsyning reserves the right to select a representative cross-section of the market should there be greater interest in the dialogue than Aalborg Forsyning can facilitate within the allocated time for the market dialogue.

Plan for conducting the market dialogue
The market dialogue will either take place through physical meetings or online.
The meetings will generally be held in Danish.
The deadline for registration for the market dialogue is Wednesday, September 3, 2025, at 15:00. Registration for participation in the market dialogue must be submitted via Ethics.
(Online) meetings are expected to be held in week 38, 2025. The meetings are expected to last approximately 1.5 hours.
Registered companies will be informed of any participation in the dialogue no later than two business days after the registration deadline, allowing time for preparation.
