The subject of the contract is a service consisting in the implementation of a monitoring system for winter maintenance vehicles, based on GPS technology, in the winter season 2023/2024 in the City of Łódź."
The scope of the contract includes:
Delivery and installation of 16 client applications, 16 sets (login and password) enabling access to the system through a web application and equipment used directly to coordinate and supervise winter road maintenance actions in the city of Łódź using the provided applications.
Installation of GPS devices with cameras as well as ploughing and grit sensors on 97 vehicles in companies providing winter maintenance services in the winter season
Dismantling of GPS devices with cameras as well as ploughing and grit sensors on 97 vehicles in companies providing winter maintenance services in the winter season
Use of complete GPS devices with cameras as well as ploughing and spreading sensors on vehicles
GPS and video telematics service.
The service consists in the implementation of a winter maintenance vehicle monitoring system based on GPS technology in the winter season 2023/2024 in the City of Łódź"
The contractor is obliged to comprehensively implement the service of implementing a winter maintenance vehicle monitoring system in the city of Łódź, based on GPS technology. The system must consist of a server located at the Contractor's premises, 16 client-type workstations, enabling monitoring of vehicles on an ongoing basis as well as analysis and archiving of recorded data, through GPS devices with cameras installed in the vehicles, as well as grit and plough sensors. The Contractor is obliged to install GPS devices with cameras (97 pieces), sprinkle sensors (97 pieces), plough sensors (97 pieces), installed in 97 vehicles, in a manner independent of the installation of cars, the system must operate in a client-server configuration and enable monitoring of vehicles on an ongoing basis through a web application and a dedicated program, the application installed on computers indicated by the Contracting Authority must enable archiving data from the Contractor's server and the use of this data in offline mode (without access to the Contractor's server), as well as viewing the routes on maps also after the contract expires. The implementation of the subject of the contract consists of five stages in accordance with the OPZ (Appendix No. 1 to the Terms of Reference).
On pod. Article 95 of the Public Procurement Law The Contracting Authority requires the Contractor or Subcontractor to employ persons performing the activities indicated by the Contracting Authority in the scope of contract performance on the basis of an employment relationship, if the performance of these activities involves the performance of work in the manner specified in Article 22§1 of the Act of 26.06.1974 – Labour Code (Journal of Laws of 2023, item 1465). i.e. the activities of an employee directly performing work related to the assembly and disassembly of GPS devices, the activities of an employee directly performing the GPS and video telematics service, the activities of an employee directly performing the technical support service for the proper functioning of the devices and the operation of the IT application. The type of activities related to the performance of the contract and the method of verification of the employment of these persons and the rights of the Contracting Authority to control the Contractor's compliance with the requirements related to the employment of these persons and the sanctions for failure to meet them are specified in the description of the subject matter of the contract (Appendix No. 1 to the Terms of Reference) and in the model contract (Appendix No. 6 to the Terms of Reference)
Contract completion date – from the date of conclusion of the contract to 31.05.2024.
1) Stage I-by ...... working days from the date of conclusion of the contract (in accordance with the tender evaluation criterion)
2) Stage II – within 10 working days from the date of the written order for the installation of GPS devices with cameras and plough and grit sensors on the vehicles indicated by the Ordering Party, before the start of the winter season.
3) Stage III – from the end of stage II to 31.03.2024
4) Stage IV – from the end of stage II to 30.04.2024
5) Stage V will take place in the period indicated by the Contracting Authority and may not exceed a total of 14 working days from the date of written order by the Contracting Authority, but no later than 31.05.2024.
The Contracting Authority reserves the obligation for the Contractor to personally perform key tasks of the contract.
The Contractor undertakes to independently (without the participation of Subcontractors) the key elements of the Contract, i.e.
-delivery and installation of 16 client-type applications, 16 sets (login and password) enabling access to the system through a web application and equipment used directly to coordinate and supervise winter maintenance actions in the city of Łódź using the provided applications, training in the use of client-type applications and through web applications of the provided software;
-use of complete GPS devices with cameras and ploughing and spreading sensors (the service covers the winter season 2023/2024);
-GPS and video telematics service (the service covers the winter season 2023/2024).
