The expression of interest procedure and the lease is not a formal procedure. The procedure is not subject to public procurement rules and policies. Any assumption of costs or other claims is excluded.
Tenders may also be submitted for one of the two roofs.
Type and scope of the service:
The district of Uelzen intends to lease the roof areas of the sports halls for a period of 20 years for the installation and operation of photovoltaic systems for the production of electrical energy in accordance with the Renewable Energy Act (EEG).
The project will be concluded with a contract for the construction and operation of a photovoltaic system. In doing so, the roof tenderer, as a plant generator and later operator, undertakes to assume all operational risks, including the assumption of all costs from possible damage resulting from the installation, operation or dismantling of all plant components.
The operator is obliged to prove to the lessor the conclusion of appropriate insurance (assembly and operator liability).
The future tenant shall be solely responsible for the financing, supply, installation, operation, maintenance and residue-free removal of all components of the photovoltaic system. It should be borne in mind that the construction of the photovoltaic system and the use of promising technologies, including ancillary services, can only be carried out by companies that demonstrate their expertise, performance and reliability and experience.
The lessee shall be responsible for obtaining all necessary regulatory approvals (including statics and fire protection) for the construction, installation and operation of the photovoltaic system, as well as any necessary coordination with the supply network operator (feed-in management, requirements of the System Stability Regulation). If the district of Uelzen has gone into advance here (e.g. roof outlet), the costs are to be borne by the roof tenderer.
During the construction, operation and maintenance of the systems, the statutory provisions, the occupational safety and accident prevention regulations, the fire safety regulations, the technical standards (EN, DIN, VDE) and the recognized rules of technology must be observed.
Building 1 (Neue Sporthalle Bad Bevensen) is a new building expected to be completed in September 2021. The lessee is obliged to inspect the roof surfaces at his own expense before the start of the construction of the photovoltaic system. Any defects found shall be documented and reported to the lessor immediately. The roof surfaces offered for lease are of the following size:
New sports hall Bad Bevensen hipped standing seam, approx. 870 sqm facing south-east with 3.5% slope. A further 870 sqm are designed to the north-west with a slope of 3.5%. The eaves of the roof is approximately 9.60 m. The statics included 0.25 kN/m
Large sports hall Ebstorf approx. 1 000 sqm flat roof (approx. 45 m*35 m with three stripes of skylights), approx. 9 m eaves height flat roof foil. Cable routing possible via external facade, if necessary.
The roof area that can be used to generate electricity must be determined by the tenant himself, in accordance with all rules.
