The subject of the procedure is services for the technical equipment of heating, ventilation, and sanitary installations according to HOAI Part 4, Section 2, § 53 et seq. for the new building "Social Housing Project, Alice-Salomon-Straße 1, Freiburg".
A two-stage negotiated procedure with a public participation competition and negotiation phase is being conducted in accordance with §§ 14, 17 and 73 et seq. VgV for services of the technical equipment heating ventilation sanitary according to HOAI Part 4, Section 2, § 53 et seq.
The city of Freiburg plans, at the site Alice-Salomon-Straße 1 in Freiburg-St. Georgen, the construction of a social housing project. A four-storey residential building with 29 residential units for about 60 people is planned.
The aim of the project is to provide homeless individuals and families from municipal shelters with their own rental apartments. The city of Freiburg acts as the builder and future operator. The project is also designed as a transferable model for further social housing projects of this kind.
The plot is located within the scope of the development plan "Innere Elben"; three full floors and a penthouse floor are planned. For the currently planned cubature and the degree of structural use, building planning exemptions were clarified by means of a building inquiry.
The building inquiry is based on a feasibility study which, in addition to the building law questions regarding location and cubature of the building structure, also demonstrated initial floor plan investigations and proof of the desired apartment mix. The feasibility study and the result of the building inquiry will be fully made available to the bidders in the 2nd stage of the procedure.
The apartment mix comprises 19 micro-apartments for single households, of which four are barrier-free, one unit for social care, four two-room apartments for couples or single parents, and six large apartments for families with five or more persons. The currently planned living space is about 1,600 m². The room sizes are oriented to the state housing promotion program.
The plot is not connected to a district heating network, therefore the conception of a heat generation concept is required.
Within the scope of this project, the construction and energy guidelines of the city of Freiburg must be considered. These can be downloaded at: www.freiburg.de - Economy and Digitalization / Tenders. For the new areas, the requirements for establishing sustainable energy concepts (e.g., PV system) must be taken into account during planning.
Upon contract conclusion, service phases 1 to 3 will be commissioned. Service phases 4 to 9 are to be commissioned stepwise.
There is no legal claim to the transfer of the further or all service phases.
