Contract for the supply, installation, maintenance and management of shared car park operating equipment on behalf of parking.brussels. "Hardware" component of the markets for the creation of an environment and a service aimed at stimulating and facilitating the creation of shared car parks by individuals and public or private companies in the Brussels-Capital Region.

parking.brussels will launch 3 markets for the creation of an environment and a parking.brussels service dedicated to individuals and companies, and aimed at stimulating and facilitating the creation of shared/shared car parks by these individuals and these public or private companies in the Brussels-Capital Region: a strategic component (study), a software development component (web platform) and a hardware component (equipment and management).

The markets foresee an iterative process between the strategic-software-hardware components, where the "strategy" and "hardware" components will specify the development needs for the creation of a centralized "software" platform. All the successful bidders of the various contracts will therefore have to collaborate.

Participations in the various markets and orders:

- A bidder has the opportunity to participate for one or more of the 3 contracts but the "study" contract must be carried out independently

- Groups of companies are allowed to respond to one or more markets

- Contract 1 (study) and 2 (hardware) will be ordered at the same time from two different contractors

- Market 3 (software) implies an evolution towards a centralized system that will have to be taken into account in this market 2 (hardware)

- The technical clauses for the development of market 3 (platform) will be specified by market 1 (study)

Other contracts relating to the development of the parksharing.brussels service are:

- Market audit of the existing environment, study "business design" and "functional analysis" with a view to the creation of a service and a web platform for integration and sharing of car parks (parksharing). "Strategy" component of the markets for the creation of an environment and a service aimed at stimulating and facilitating the creation of shared car parks by individuals and public or private companies in the Brussels-Capital Region.

- Market development and maintenance of a web platform parksharing.brussels and parkandride.brussels. Software component of the markets for the creation of an environment and a service aimed at stimulating and facilitating the creation of shared car parks by individuals and public or private companies in the Brussels-Capital Region.

Supply of equipment and management of shared car parks:

This contract for the supply of equipment and the management of shared car parks is a framework agreement for supplies and services whose purpose is, first, the operating equipment and/or the adaptation of existing equipment (delivery, installation, parameterization and maintenance, including leasing) of car parks located in the Brussels-Capital Region, in the basement and/or in the open air, with a view to their pooling. Secondly, the purpose of the contract is the management of the equipment of the car parks (thus) shared and the daily tasks of their operation (control room access, video surveillance, intervention service, cleaning, etc.).

For shared car parks mainly intended for local residents, the equipment installed and/or modified must make it possible to implement the pooling and compensation missions entrusted to the Agency. Mission 8 ° of the ordinance of 22 January 2009 entrusts parking.brussels "with the conclusion of agreements with private or public persons concerning the provision of parking spaces belonging to them or managed by them".

For shared car parks for commuters, the equipment installed must make it possible to apply the "Park and Ride" operating model defined by the Parking Agency of the Brussels-Capital Region, based in particular on the identification of "commuter" users and their use of public transport, to registration for subscribers and via a communication by API "Mobib" (STIB) for occasional users.

The tenderer must assume the tasks of the day-to-day management of the equipped car park on the basis of the requirements determined by the Contracting Authority, in particular with regard to operating conditions (timetables, pricing, access conditions, etc.) and in close collaboration with the Contracting Authority's customer service.

The "customer service" remains the responsibility of parking.brussels for the delivery and management of subscriptions via the platform. The successful bidder must participate in the development of an API that allows communication between the management of subscriptions on the parksharing.brussels/parkandride.brussels platform and the parking management system (PMS).

In all cases the tenderer will present its system and its degree of openness with third-party systems as well as the protocols used. It could for example be a PMS compatible with APDS (Alliance for parkings data standards) or other to be specified.

This contract is a Purchasing Centre where a contracting authority (the Parking Agency of the Brussels-Capital Region) carries out centralised purchasing activities in accordance with Article 2-6° of the Law on Public Procurement 6° which defines a central purchasing body. According to Art. 47. § 1 of the aforementioned Law, the beneficiaries of the central purchasing body may acquire the supplies and/or services of this framework agreement. The beneficiaries are mainly the Municipalities of the Brussels-Capital Region that will have subscribed to this central purchasing by agreement. Regional administrations and public interest bodies in the Brussels-Capitals Region may also join this central purchasing body by agreement. This lot is concluded for the equipment and operation of a maximum of 20,000 shared parking spaces, without guarantee of order or volume.

This contract also includes the takeover of the car parks previously shared by parking.brussels as soon as the previous contracts expire, for example the VGC Comenius, Edith Cavell, Moscow, etc.
