Description:
Acquisition of a mobile telematics system consisting of multiple components for traffic management and information in Prague, including software, hardware, training, and ongoing support.

The subject of the public contract is the acquisition of a telematics system MSDI – 2 complete sets, each consisting of blocks A, B, C, plus separate block D and one common block E ("MSDI"). The subject of the public contract is the delivery of complete SW, HW equipment, and traffic telematics elements of MSDI. The individual blocks of the acquired MSDI system are as follows:

A. Block A – mobile information system for displaying traffic information, also known as operational information device ("ZPI"),
B. Block B – mobile system for traffic flow management (harmonization, lane restrictions, warning of congestion, access control, etc.), also known as variable traffic signs ("PDZ"),
C. Block C – mobile system for traffic management using light signals ("SS"),
D. Block D – transport connection vehicle for transporting/handling a complete one set including ensuring signaling/protective functions before the workplace,
E. Block E – monitoring, control, and service SW ready for configuration and management of information from locations equipped with a portable telematics system in the Prague metropolitan area, for the aforementioned elements A, B, and C. The configuration and control of the system for project HW components will allow the usage of system control for independent elements A, B, C or mutual combinations of individual elements (A+B+C, A+B, A+C or B+C).

The contracting authority further requires the following performance within the fulfillment of the public contract:

F. technology with control SW for monitoring, informing, and managing traffic flow in traffic restrictions or work zones on the arterial roads of the capital city of Prague under the authority's management,
G. preparation of the Operating Regulations for MSDI, Emergency Regulations for MSDI, and Service Regulations for MSDI,
H. training for the operation of the MSDI system,
I. provision of warranty service for the MSDI system,
J. provision of development and optimization services for the MSDI system,
K. provision of extended support for the MSDI system (Flat-rate services).

The relevant telematics system MSDI must be designed, configured, and installed as part of the fulfillment of the public contract so that it respects the location on the road, considering traffic intensity and traffic flow composition at the location (in the Prague metropolitan area), normal traffic flow methods, and other aspects that significantly influence the functions of the telematics system or the suitable combination of HW components in the given locality.

The public contract includes the acquisition of technology with control SW for the ability to monitor, inform, and manage traffic flow in traffic restrictions or work zones on the main routes of the capital city of Prague under the authority's management. The delivery must be constructed and designed for placement on roads with a maximum permitted speed of 80 km/h according to current legislation. The project plans for the acquisition of 2 sets including training and warranty service and related services.

The contracting authority requires the entire delivery to be structured in a way that allows for post-warranty service and maintenance of the entire delivery by the contracting authority’s staff or, if applicable, a service partner different from the MSDI system supplier. More specific conditions will be subject to negotiation on preliminary offers.
