This consultation concerns the awarding of a global public performance contract for the design, construction, operation and maintenance of a tertiary property building for State services in Nantes (44), housing at least 730 workstations and an administrative restaurant with a total floor area of 15,000 m 2 maximum. It describes the context of the project, as well as its characteristics and constraints. The incumbent will be subject to quantified performance targets.

The services include the design, construction, operation and maintenance of a real estate office complex for various state services, including the demolition of existing single-storey buildings (approximately 2,000 m 2 ) and the construction of a 15,000 m office building 2 SDP maximum, flexible and breakable, housing at least 730 workstations, 150 parking spaces and an administrative restaurant for 1200 rationaires. The Eh31 plot extends over almost 25,000 m 2 and the building area is approximately 4,800 m 2 . The incumbent will be subject to measurable performance objectives, in particular as regards energy efficiency, ecological impact and user comfort. The level to reach is:

- E3c1 * of the energy-carbon reference for new buildings for the restaurant,

- at least E2c1 *.

Following the objectives specified in chapter 10.3 of the project presentation note to these objectives will be associated with a HQE environmental approach without certification. The contract will include the operation and technical maintenance of the new building for 5 years in relation to its energy and environmental performance.
