Framework agreement for the procurement of purely electrically powered class 1 low-floor solo buses (depot loaders) as well as the delivery, installation and commissioning of external, conductive, stationary charging stations

SWEG Südwestdeutsche Landesverkehrs-AG (SWEG for short, hereinafter also referred to as the issuing agency) is a transport company with national participation and operates, together with the other nine subsidiaries mentioned under point I.1) in numerous regions of Baden-Württemberg, and operates regular bus services in the city and overland sector (public transport) and Local rail transport (SPNV).

SWEG, as the central purchasing body for itself and these subsidiaries, intends to conclude a framework agreement for the supply of 0-10 purely electrically driven low-floor solo buses (depot loaders) class 1, vehicle category M3 in accordance with Regulation (EU) 2018/858/ ECE regulation R107 including delivery, installation and Commissioning external, conductive, stationary charging stations on the client's respective depot.

The calls are made by the individual client in their own name and for their own account.

The SWEG reserves the right to change the requirements in the further course of the award procedure.

The clients also reserve the right to sell the buses back to the contractor after they have been in use for 126 months.

When delivered, the vehicles must comply with the requirements of the specification sheet (part C, appendix 1), the data assured by the manufacturer from the key figure table for individual components form (part C, Appendix 2) as well as the respective applicable regulations of the EU and ECE, the StVZO, BoKraft, the accident prevention regulations of the professional codes as well as the relevant statements in the traffic journal and the catalogue of requirements for buses and buses (COM) and minibuses (cars), which are particularly used to transport pupils and kindergarten children (Official Journal of the Federal Ministry of Transport, Construction and Housing of the Federal Republic of Germany (VKbL.).

The specifications sheet from Part C Appendix 1 defines the requirement for vehicles and charging stations as a mandatory minimum requirement. Deviations from the minimum requirements are not permitted. In addition to the minimum requirements of the specifications sheet, the provisions of VDV specification 230 “Framework Recommendation for Urban Low-floor Buses” and VDV Paper 230/1 “Framework Recommendation for Electrically Powered City-Low-floor Buses” apply.

Regardless of the fact that the specifications specifications follow the structure of the structure of VDV documents 230 and 230/1, the provisions of the VDV fonts are only used to specify and supplement the minimum requirements for the vehicles.

The specifications specification defines the minimum requirements for class 1 purely electrically driven low-floor solo buses (depot loaders) with external, conductive, stationary energy supply via connectors for city, scheduled, casual and school transport.
