Tendering of parallel framework agreements for technical advice and assistance

The contracting entity wishes to re-tender its four parallel framework agreements for technical advice and assistance. Sund & Bælt Holding A/S is the coordinator of the tender procedure and will carry out the tender on behalf of the other companies.

The framework agreements cover technical advice and assistance in connection with operation and maintenance, minor construction projects, reinvestment and new acquisitions of railway technical installations and general construction works. In addition, the framework agreements cover client consultancy and design of major infrastructure projects, including feasibility studies with construction and environmental assessments.

The contracting entity's group's facilities include the Øresund fixed link's landworks (the Øresund motorway, the Øresund railway and stations on the Øresund railway), the Storebælt fixed link (the East and West Bridges, the East Railway Tunnel and toll stations), Sprogø and 4 port facilities, cf. the Øresund fixed link. The installation description in Appendix 4. Through Femern Landanlæg A/S, the contracting entity also owns and finances the Ringsted-Fehmarnbelt railway.

The framework agreement covers the performance of tasks for the Contracting Entity and further concerns (see tender specifications for further details):

1) Operation, maintenance, minor construction tasks and reinvestments:

The advice will primarily concentrate on defined sub-tasks. The tasks can be expected to be very varied - from long-term larger complete tasks / subtasks to assistance in case of errors and breakdowns.

The tasks include:

- Advice in connection with minor construction tasks, reinvestment, project changes and repair work,

- Consultancy within railway technical installations, structures and installations and mechanical and electrical installations,

- Consultancy within general operation and maintenance,

- Project management / project work in connection with operation, maintenance, minor construction tasks and reinvestments,

- Safety and risk

- Health and Safety Coordination

2) BIM, GIS og CAD

- Consultancy within BIM, GIS and CAD and technical drawings,

- Data collection and processing,

- ICT services,

3) Design and client consultancy:

The consultancy is expected to concentrate on larger projects, e.g. long-term larger complete tasks/constructions/studies.

The tasks may for example be within the areas of:

-Design

- Builder Advisory and

- feasibility studies, including both civil and environmental technical advice,

4) Advice and assistance for future major projects:

The following list relates to the major projects that are in progress or are currently being planned by the Contracting Entity;

- Extension of the Öresund motorway

- Overtaking and turning track at Kalvebod

- Rental renovation on the west bridge

- Eastern Ring Road

- Fehmarnbelt Landworks

- Establishment of charging park and photovoltaic system with associated battery system

- Stormflodssikring

Other projects, construction projects and feasibility studies may thus also be included during the term of the framework agreement.

The framework agreement runs for 4 years and does not contain options. The framework agreement is non-exclusive.

Once the Contracting Entity has identified the 4 tenderers to whom a Framework Agreement is awarded, cf. point 5.2 of the specifications, the Contracting Entity will rank the tenderers in each of the subject areas concerned according to the cascading model:

1. Mechanical and electrical installations (M&E)

2. Structures and structures (K&A)

3. Railway Technical Facilities (JTA)

4. BIM, GIS and CAD services (BIM)

5. Client consultancy and design services, including feasibility studies (BP)

The contracting entity will award tasks under the framework agreement by either direct award, according to the cascade model, or mini-tenders. The choice between the two types of award is set out in the tender documents.

Pursuant to Section 49 of the Public Procurement Act, the contracting entity has further considered whether the parallel framework agreements can be divided into lots, but has considered it most appropriate not to make such a further subdivision. It is the Contracting Entity's assessment that splitting the parallel framework agreements into several lots will result in disproportionate administrative burdens, both in relation to the procurement process and in relation to ongoing contract management, including the ongoing management of the tasks under the parallel framework agreements.
