The Norwegian Post and Telecommunications Authority (PT) would like to enter into a contract for consultancy services for the development of a margin squeeze model for fibre in the wholesale market for full and partial access to a permanent access network (market 4) and the wholesale market for broad band access (market 5), including setting relevant principles that shall form the basis for this model and the accompanying documentation for the principles and model. The aim of this assignment is that PT shall have a tool for margin squeeze tests in these markets, cf. the authority's resolution in these markets dated 20.1.2014. The chosen service provider shall assist, when needed, with national hearings, notification to ESA, resolutions, dealing with any appeals and with PT's use of the model.

The project starts autumn 2014 and the final model and principles for the margin squeeze model shall be ready so that PT can make a decision in the 2nd quarter of 2015. See the tender documentation and specification for further information.
