The Dâmbovița County Council, as the administrator of the entire county transport infrastructure, has the duty, according to the provisions of O.G. no. 43/1997 regarding the road regime republished, with subsequent amendments and completions, to ensure the appropriate viability status for the operation of vehicular and/or pedestrian traffic for roads classified as county interest. In order to implement the responsibilities in this area, the Dâmbovița County Council has prepared the technical-economic documentation and submitted a project under the ADR Muntenia project calls, which established the need for rehabilitation/modernization of the county road DJ 714 over a length of 19.137,72 km. Major degradations are present along the entire length of the road: inadequate width of the roadway, unmaintained shoulders, which has led to stagnation of water on the roadway, road sections at gravel level, lack of retaining walls, etc., the existence of an inadequate rainwater collection and drainage system, inadequate road signage as well as the lack of culverts at the intersection with side roads, along most of the route. In this regard, the rehabilitation and modernization of the improperly prepared road sector must be undertaken, following the existing route, with the occupation of new lands necessary for carrying out the necessary works. For traffic safety, vertical road signage and horizontal signage will be provided through longitudinal and transverse markings. The deadline by which any interested economic operator has the right to request clarifications or additional information regarding the awarding documentation is a maximum of 25 days before the deadline for submitting offers. 2. The contracting authority will respond clearly and completely to all requests for clarification/additional information on the 11th day before the deadline set for the submission of offers.

The works will be executed according to the descriptions in the specifications and the related documentation, and the quantities will be according to the technical project. The execution time for the works is 42 months, from the Start Date notified by the Administrative Start Order to the Contractor issued by the Supervisor. The contract execution begins after the establishment of the good execution guarantee and receipt of the start order.
