Description:
The study aims to identify energy-vulnerable and marginalized households to develop support mechanisms that facilitate affordable building renovations, ensuring that assistance effectively reaches those in need.
Building renovation improves the living environment, reduces residents' heating bills, and ensures a healthy indoor climate. However, comprehensive renovation is often expensive, making it unaffordable for lower-income owners to invest in buildings without support. The aim of the study is to determine how to support and motivate energy-vulnerable and marginalized households to undertake the renovation journey so that renovation costs do not become overwhelming and assistance reaches those who need it most. / Grounds for exclusion and qualification criteria: See tender base documents
The contracting authority does not divide the public procurement into parts because dividing it would make the service procurement inefficient, thus allowing savings on support services by keeping the procurement undivided and ensuring the contracting authority's funds are used purposefully and economically.
