The assignment includes the preparation of a complete KS1 for the concept evaluation (henceforth also referred to as KVU) for future building solutions for Rogaland Theatre.

The aim of the KVU is to highlight all the necessary sides of Rogaland Theatre's social role and the framework terms in a 50 year perspective.

The KS1 shall be prepared as a total delivery from tenderers in accordance with the Ministry of Finance's scheme for quality assurance of major governmental investments. The objective of the KS1 is for the tenderer to assist the contracting authority to ensure that the concept choice is subject to a real political management. The concept choice is eventually a political process in which the tenderer will not have any role. The tenderer's function is limited to supporting the contracting authority's requirement for control with the professional quality of the decision basis, including documentation thereof.
