The competition is for a contract for a new professional system for social services (social system). This means a complete system for NAV in the municipalities and it must ensure that the daily operations are functioning as optimally as possible.
The Contracting Authority would like a complete, user-friendly and role based system for financial advice, case management and initiatives in accordance with the Social Services in NAV Act (the social service system with accompanying services).
The Contracting Authority expects the new system to be commissioned by 01.01.2020, but the Contracting Authority reserves the right to decide when the different parts of the system will be taken into use. The implementation and use be agreed with the new supplier.
The Contracting Authority requests a joint log on function for the participating 5 municipalities, where the municipalities can be identified individually after they are logged on to the professional system.
A draft of the tender documentation is attached to this qualification documentation. The Contracting Authority reserves the right to make smaller, unsubstantial alterations of the documentation prior to inviting the tenderers to submit tenders.
The Contracting Authority indicates that the exceptions according to the Regulations §13-2 a, c and d will apply to the procurement.
The Contracting Authority has considered dividing the assignment in accordance with PPR §19-4, and has decided that it is most appropriate to enter into a contract with one contractual partner.
