In relation to purchasing on the awarded framework agreement with suppliers, Contracting entities will use a combined approach, using primarily direct allocation (according to the needs model) and secondary mini-tender following principles:

- Direct allocation according to the needs model: As a general rule, orders will be assigned to the supplier which in each case of acquisition best meets the required required objectively justified by professional, technical and functional criteria, and by means of the offerings of the Framework Agreement Providers and the objective criteria in the framework agreement.

- Mini tender: When new laundries are needed or complete replacements for all machines in an existing laundry, mini-tenders will be carried out between the framework agreement suppliers to award the given order. The procedure for mini tenders is to reopen competition among the suppliers of the Framework Agreement based on the same terms as the award criteria in this tender and based on the objective criteria of the Framework Agreement.
