The City of Helsinki (hereinafter also referred to as "the client", "the contracting unit" or "the city") requests proposals for the implementation of public AC/DC charging stations for electric vehicles on publicly owned areas of the city. The tendering is based on a general plan prepared by the city, and the procurement is now being restarted after a previous suspension.
42 sites have been selected for the tendering, with preliminary traffic plans prepared (as presented in the attachments of the request for proposals). The city will not participate in the financing or implementation of the charging stations, but will grant operators the right to use public space for charging activities and issue the necessary permits on a commercial basis. The supplier will be responsible for the entire service, including design, implementation, commissioning, maintenance, operation, and user support. The client has ensured that the supplier has the option to refuse the implementation of charging stations in situations where the supplier can demonstrate that the implementation would be unreasonable for them, thus partly ensuring that the concession agreement relationship is balanced between the parties.
The client's goal is to establish a contractual relationship with a supplier who can meet their obligations throughout the contract period. In particular, the design and implementation of charging points located on the street sides and the flawless and reliable maintenance of the charging service in unrestricted public use requires expertise in a tight urban environment, which is why the client has set requirements for the supplier's suitability in accordance with the ESPD form attached to the procurement notice. The client has included in the contract a clause that allows either party to terminate the Agreement without cause within 60 days of its signing. This ensures that the Agreement does not prevent a party from withdrawing, should, for example, the fulfillment of contractual obligations be uncertain.
The urban environment is very demanding for the durability of charging devices. The charging devices used by the supplier must withstand the Nordic climate conditions that prevail in the Helsinki area and in areas that are publicly accessible by anyone at any time of day. For this reason, the charging devices are exposed not only to environmental factors but also to the threat of vandalism, which poses its own challenge to the durability of the devices. The climate type in Helsinki is a maritime urban environment. Maritime conditions mean rain and wind and the salts brought by the wind. In an urban climate, the charging devices are affected by high concentrations of sulfur dioxide, carbon dioxide, soot, dust, and smoke in the air. Additionally, the charging devices are exposed to UV radiation and significant temperature variations, during which they must be accessible to end-users in accordance with the service level stipulated in the Agreement.
The charging stations must be open to all, and the only restriction on their use may be a parking fee that the city may charge. Payment for the service must be possible through general payment methods, such as mobile applications or payment cards, without a registration requirement for hard-to-access services or other similar restrictions. The charging devices must provide the City of Helsinki's parking control with a reliable and unambiguous way to verify the status of the charging event from the charging device to monitor compliance with parking conditions.
The supplier will pay the city a rent for the right of use in accordance with the Agreement and is responsible for permit processes and the construction of electrical connections.
The Agreement will come into force once the supplier has verified that they have appointed a "Designer" approved by the client, the supplier has complied with the obligations under section 6 "Security" of the Agreement, and both parties have signed the Agreement. According to the preliminary schedule, the contracting unit will make the procurement decision on 2nd October 2025 at the Housing and Public Areas Committee meeting of the City Environment Committee. If the procurement decision is not appealed, the concession agreement may be signed after the appeal period expires during the week of 20th October 2025, provided that the conditions for making the agreement are met.
The Agreement is for a fixed term of ten (10) years, during which the client estimates that the supplier, as the holder of the right of use, can reasonably expect to recover the investments made to implement the Service and achieve a return on investment for the capital invested and for the investments made to achieve the goals of the Agreement. Possible prohibitions on the use of land areas included in the right of use pursuant to the Agreement have been taken into account in calculating the time period, whereby the use of charging points may also be inhibited. This is still an estimate, and the supplier bears responsibility for the economic viability of the Service. The Agreement does not include a mandatory purchase obligation nor guarantees a specific number of charging stations. The city also reserves the right to procure similar services from third parties during the contract period.
The Investment Agreements concerning the Structures and Charging Infrastructure of the charging stations and the supplier's service obligations will end upon the expiration of the Agreement. Upon expiration of the contract period, the underground structures and electrical connections will transfer to the city's property free of charge, and the supplier must remove above-ground structures and restore the areas.
