For the scheduled operation of hydrogen buses, the construction and operation of its own hydrogen filling station with a capacity of 165,000 kg of hydrogen per year is planned at the Rebstock depot.
The object of the order includes planning, construction and commissioning of a hydrogen filling station as well as maintenance and maintenance of the plant as lot 1. The filling station is operated by ICB. In addition, the supply of hydrogen (including the provision of the required trailer withdrawal panel) is part of the object of the order as lot 2.
Bidders can submit bids for one or both lots. The number of lots for which a bidder can be awarded is not limited. If a bidder submits bids for both lots, any single lot offer must be imputable.
Planning, erection and commissioning as well as maintenance and maintenance of a hydrogen filling stationThe planning and construction of the plant includes, among other things, the preparation of all required documents for approval by the local authorities. The plant engineering, maintenance and maintenance contract must be concluded for a period of 3 years with 2 extension options each 1 year (possible total term = 5 years).
In order to simplify an upcoming relocation of the depot (currently planned for 2025), the plant components of the hydrogen filling station are to be assembled and installed in ready-made containers and the connection pipelines between the containers and to the fuel pump should be moved above ground. The fire protection and sound insulation measures mentioned in the procurement documents must be implemented.

According to current knowledge, ICB assumes the aforementioned hydrogen requirement; however, in order to have a sufficient safety reserve available to ensure the regular operation of buses, the filling station must be designed according to the aforementioned filling station capacity.

The hydrogen filling station's scope of delivery includes a hydrogen storage that has a capacity for at least 2 daily requirements (900 kg) and can be filled within a maximum of 3 hours.
Connecting the gas station to the local power grid and supplying electricity to the gas station will not be part of the delivery scope of the contractor, this service will be provided by ICB. However, the electricity consumption of the gas station is included in the assessment.
The filling station must be commissioned by 30.6.2023 at the latest. However, since the fuel cell buses to be refueled in the first phase will be available as of June 30, 2022, the commissioning of the filling station before June 30, 2023 will be positively evaluated in the offer rating. As a result of the market exploration carried out (see announcement no. 2020/S 055-131160), a construction period of approx. 12 to 15 months was determined as usual and feasible. Therefore, commissioning between 28.12.2022 and 31.3.2023 is rated better than commissioning between April 1, 2023 and June 30, 2023.
The contracts enter into force when the award is awarded.

According to the current state of knowledge, ICB assumes that the 22 buses require approximately 365 kg per day, i.e. approximately 133,000 kg per year. During a transition phase in which only 13 buses will be in operation, ICB assumes a daily demand volume of 245 kg, i.e. approximately 89,000 kg per year.
Part of the delivery scope of the hydrogen filling station includes a hydrogen storage that has a capacity for at least 2 daily requirements (900 kg) and can be filled within a maximum of 3 hours. The AN for hydrogen supply must ensure that at least 400 kg is available in storage at all times and at least 450 kg from delivery of the additional 9 buses. The filling can take place at any time. However, it must be ensured that the refuelling of the buses taking place during the time window from 23.00 to 5.00 is not affected.
The hydrogen to be supplied must at least meet the requirements for product definition and quality assurance regulated in DIN 17124.
