Project "Monitoring Air Quality in the Area of the Port Authority Dubrovnik" - Procurement and Installation of Measurement and Auxiliary Equipment. The subject of this competition is the procurement of goods and their installation, all in accordance with the technical specifications, drawings, and cost estimates, which specify the name, quantity, and other conditions necessary for the completion of the offer. The subject of procurement is not divided into groups, and the estimated value of the procurement relates to the entire subject of procurement, and the Contracting Authority intends to conclude one public procurement contract for the entire subject of procurement with the selected economic operator. The project encompasses the construction and equipping of a reference measuring station of container type for continuous monitoring of air quality in the area of the Port Authority Dubrovnik. Through the implementation of modern technologies, the project will enable the monitoring of pollutants whose concentrations need to be continuously measured at the selected location of the Port Authority Ploče, namely: gaseous pollutants nitrogen oxides (NO and NO2), carbon monoxide (CO), sulfur dioxide (SO2), and particulate matter PM10 and PM2.5. At the location, it is necessary to continuously measure meteorological parameters (temperature, relative humidity, wind direction, and speed). Additionally, the analyzer must have the capability to verify the concentration of particles at the station using reference material. The subject of the contract includes A Delivery, construction, and installation of one automatic air quality monitoring station in a container version B Delivery and installation of auxiliary equipment - three sensor stations for measuring air quality C Calibration of the gaseous pollutant analyzers in an accredited calibration laboratory according to the standard HRN EN ISO/IEC 17025 or equivalent before delivery and after one year of operation of the station D Installation of an information system for collecting, storing, transmitting, and processing/validating measurement results E Maintenance/service of the equipment during two years of operation of the stations in accordance with the manufacturer's recommendations F Data validation during two years of operation of the station G Conducting equivalence procedures for PM10/PM2.5 during the first year of operation. Criteria for assessing the equivalence of the subject of procurement: The Contracting Authority does not use descriptions by specifying a certain brand or source, or a specific process with product or service characteristics provided by a certain economic operator, or trademarks, patents, types, or specific origin or production if this would result in favoring or excluding certain economic operators or certain products unless justified by the subject of procurement. If the contracting authority cannot sufficiently precisely and understandably describe the subject of procurement or part of it, it will include the expression 'or equivalent' along with the technical specification that is, the elements which are criteria for assessing equivalence. Provisions on standards If the procurement documentation contains technical rules that describe the subject of procurement using Croatian, European, or international standards, the bidder must offer the subject of procurement in accordance with the standards from the procurement documentation or an equivalent solution. For each standard listed under the relevant standardization system, it is allowed to offer an equivalent solution, technical approval, or instruction from the appropriate Croatian, European, or international nomenclature, and in that case, it is considered that each such instruction is accompanied by the expression 'or equivalent' and that bidders are free to offer equivalent solutions. The contracting authority will not reject the offer because the proposed works do not comply with the technical specifications referenced if the bidder satisfactorily proves to the contracting authority, by any suitable means, including evidence from Article 213. of the Public Procurement Act 2016., that the solutions proposed on an equivalent basis satisfy the requirements defined by the technical specifications.
