Helen Ltd is constructing a Bio Heat Plant with a fuel heat input of 220 MW. The main fuel will be wood based biomass. The procurement consists of a biomass boiler plant based on Circulating Fluidized Bed (CFB) technology, flue gas condensing plant, auxiliary equipment and boiler house. The procurement consists of 2 parts, which may be quoted as following:

— Alternative A (parts quoted separately):

1) Boiler Plant;

2) Flue Gas Condensing Plant.

— Alternative B (parts quoted together): boiler plant and flue gas condensing plant.

The candidate may send the application to tender for part 1 or/and part 2. The candidate may send the application for alternative B but must then apply and tender for both parts 1 and 2, too. The candidate shall fulfill the requirements for parts 1 and 2 to be qualified for alternative B. The supplier or suppliers will be chosen in the final evaluation. The economically most advantageous quotation or combination of the quotations will be chosen.

Alternative A:

Part 1. Boiler plant: This procurement consists of a district heating boiler plant with CHP reservation based on circulating fluidized bed (CFB) combustion technology with auxiliary systems including boiler house. Main fuel will be woody biomass.

Part 2. Flue gas condensing plant: this procurement consists of a flue gas condensing (FGC) Plant including a flue gas condenser, combustion air humidifier with needed auxiliary systems and equipment and condensate cleaning system to produce demineralized makeup water for boiler and makeup water for district heating network.

Alternative B: parts 1 and 2 together. Boiler plant and flue gas condensing plant: this procurement consists of a district heating boiler plant with CHP reservation based on circulating fluidized bed (CFB) combustion technology with auxiliary systems including boiler house as well as a flue gas condensing (FGC) Plant including a flue gas condenser, combustion air humidifier with needed auxiliary systems and equipment and condensate cleaning system to produce demineralized makeup water for boiler and makeup water for district heating network. Main fuel will be woody biomass.
