Description:
The project involves purchasing and implementing an integrated IT system for e-public services, including equipment acquisition and employee training for the City and Municipality of Mieścisko.

3.1 The subject of the order is the purchase and implementation of an IT system with the launch of e-public services along with the purchase of equipment and training for employees:
1. Construction of an integrated IT system
a. Electronic Customer Service Office (EBOI);
b. Electronic Document Management (EZD);
c. Integrated Electronic Payment System for e-payments;
d. Purchase of databases and software;
e. Integration broker enabling the use of the trusted profile ePUAP (login.gov.pl) for logging in to the customer service module;
f. Integration of domain systems;
g. Service bus integrating ePUAP services, EZD, and domain systems;
h. Modernization of Domain Systems;
i. System for managing the budget of JST + JO, along with the system for managing contracts.
2. Purchase of equipment and software along with the installation of necessary elements for launching the integrated IT system, i.e.:
a. Matrix (1 pcs.);
b. AiO Computer (8 pcs.);
c. Scanner (1 pcs.);
d. UPS (10 pcs.).
3. Conducting training for employees of the City and Municipality Office.
The detailed description of the subject of the order is included in Annex No. 1 to the Terms of Reference – Description of the Subject of the Order.
3.2 The Ordering Party, due to the nature of the services performed under the order, based on Article 95 (1) of the Act, requires the Contractor or subcontractor to employ persons performing services under the Order under an employment contract, if the performance of these activities is involved in performing work in the manner specified in Article 22 § 1 of the Act of June 26, 1974 - Labor Code (Journal of Laws of 2025, item 277, 807, as amended), i.e. covering services of technical support specialists within the framework of the order.
3.3 Method of documentation:
According to § 3 (24) of the contract template for the Order (Annex 4 to SWZ), the Contractor is obliged before signing the contract to submit a list of these persons along with a statement confirming their employment under an employment contract, and subsequently to submit the documents specified in the template contract at the request of the Ordering Party in accordance with Annex No. 4 to SWZ. The sanctions for failure to meet these requirements have been described by the Ordering Party in the contract template.
