The procurement concern is the aids for medical rehabilitation in social and healthcare, as well as related supplies and services.
The purpose of this dynamic procurement system is to enable cost-effective procurement of aids, supplies closely related to them, and services, as well as to ensure their availability, variety, and competitive price and quality.
The procurement procedure is two-stage. To be able to submit bids, a supplier must first submit a participation application and be approved in the procurement system. After that, the supplier can make offers in response to the request for proposals sent by the contracting authority. The contracting authority will carry out internal competitions in the procurement system as needed.
Applications for participation can be submitted throughout the duration of the dynamic procurement system. Candidates that meet all suitability requirements will be included in the dynamic procurement system. Actual procurements are carried out through internal competitions within the dynamic procurement system, in which the procurement object is described and specified. Suppliers cannot participate in internal bidding competitions of the DPS unless they have been approved in the procurement system.
Submitting a participation application and being accepted into the procurement system does not bind the supplier to submit a bid; suppliers may make offers at their discretion.

Participation applications can be submitted for one or more categories, and correspondingly, bids can be submitted for one or more internal competitions.
The dynamic procurement system for medical rehabilitation aids will remain open until 31.12.2031, unless it is shortened or extended by a separate announcement. Internal bidding competitions will be held during the validity of the procurement system. The deadline for bids will be announced separately in internal calls for bids. The contracting authority may extend the validity of the procurement system with a new procurement announcement.
The contracting authority estimates the planned procurement value of the dynamic procurement system as VAT-free to be €6 million, considering all purchases that may be made within the system. This estimate is preliminary and based on the currently known procurement needs. The contracting authority is not committed to any procurement volumes or purchase obligations with this announcement.

Category 1 Mobility Aids.
Category 1 mobility aids include aids for persons moving in standing or seated positions, such as walkers, crutches, and wheelchairs, as well as accessories for mobility aids such as separate seat cushions.

Category 2 Transfer Aids.
In Category 2, transfer aids are aids related to independent or assisted transfers of clients, such as hoisting devices and accessories related to them, such as supports and lifting slings, transfer belts, transfer boards. Also included are standing frames and raising cushions, among others.

Category 3 Hygiene Aids.
Category 3 hygiene aids are intended for the client’s daily hygiene and self-care or participation in it. This includes, for example, aids for washing such as shower chairs and commode chairs as well as toilet aids such as toilet seat risers.

Category 4 Compression and Support Products.
In Category 4, compression products include, for example, pressure garments. Support products are primarily used for treating swelling. They include, for example, compression stockings, support sleeves, bandages, support gloves, and similar items.

Category 5 Wigs.
In Category 5, wigs are intended for situations where a client’s hair is replaced for medical reasons, such as related to skin or cancer illness. The procurement may include fiber or human hair wigs.

Category 6 Breast Prostheses.
In Category 6, breast prostheses are intended for situations where a client needs a prosthesis for a missing breast or part of a breast. Also included could be prostheses designed for different situations, such as swim prostheses.

Category 7 Prostheses.
In Category 7, prostheses are external aids that replace body parts that are completely or partially missing. The procurement primarily concerns mechanical lower or upper limb prostheses. The prosthesis can also be intended for use in showers and baths. The procurement may also include cosmetics and coverings for prostheses.

Category 8 Individual Orthopedic Aids.
In Category 8, individual orthopedic aids include special footwear, support insoles, and orthoses. Footwear, support insoles, and orthoses enable body function and movement when it is restricted.

Category 9 Electrically Adjustable Beds and Pressure Ulcer Mattresses.
In Category 9, electrically adjustable beds and pressure ulcer mattresses are motorized beds that can be adjusted to different positions, delivered to clients living at home when the bed allows for independent functioning and/or reduces the client's need for external assistance. Pressure ulcer mattresses are mattresses used in beds, aimed to prevent pressure ulcers. Pressure ulcer mattresses can be motorized or non-motorized.

Category 10 Aids for Vision.
In Category 10, aids for vision include, for example, eyeglasses, frames, contact lenses, and individual magnifying devices. Vision aids also include eye prostheses and orientation canes designed for visually impaired mobility.
