Description:
Establishment of a Cycle Lane and Pavement in Tåsenveien

A decision has been made to upgrade Tåsenveien with a cycle lane and pavement.

Tåsenveien is an important connection between Ring 2 and Ring 3. The stretch that is to be upgraded goes from Stavangergata to Rolf Wickstrøms vei (Ring 3) at Tåsen centre. The total stretch is approx. 1.3 km. A cycle lane has previously been established from Stavangergata to Ring 2. The measure will increase accessibility and traffic safety on the stretch and there will be a continual cycle lane between the centre of Oslo and Ring 3/Tåsen.

A two-sided pavement and a separate lane for cyclists will be established. The stretch is part of the defined cycle lane network in Oslo and is an often used cycle route between Nordberg, Tåsen and the city centre. The measure will connect with the existing cycle lane in Uelands gate to the south of the planned stretch and the cycle lane network along Ring 3 by Tåsen centre.

The stretch currently functions as a main thoroughfare and is used by emergency vehicles. There are driveways to houses and Tåsenveien has many direct exits from the road. Tåsen School is located in the north of the area and a new Voldsløkka School is under construction in the south of the project area. The road therefore functions as a way to and from school for many children. Bus route 34 goes along the road, with four bus stops, a total of eight stops on the stretch.

The area has a green character and Tåsenveien is bordered by gardens on both sides that belong to houses. Contracts have been signed for the project on land acquisition, both permanent and temporary, for a total of 41 properties. Restoring this area will be part of the measure.

The project will also include other necessary measures such as laying new surface water pipelines, a diversion basin, infiltration sand trap and rain bed, walls, laying cables from air to ground, new lighting, upgrades to bus stops, speed bumps and new planting of greenery.

Road: the project consists of a two-sided cycle lane and pavement along the entire stretch. The cycle lane must have red asphalt.

The current road area will be expanded so that there is room for a 1.5 m cycle lane and 2.5 m pavement in both directions. A wider solution for cyclists and pedestrians will be established from Stavangergata to Voldsløkka. A raised cycle lane will be established here on the east side of the road and a wider cycle lane on the west side.

The bus stops on the stretch are to be upgraded, total six stops. One existing stop (two stops) will be removed. Five raised pavements will be established.

The project will be carried out on a stretch of between 50-270 m at a time. The reason is good and safe traffic management requirements. The stretch is used by emergency vehicles. Manual traffic management and street light traffic regulation will be used for periods when traffic cannot flow in both directions at the same time.

Adaptations to adjacent properties.

Drives and gardens to adjacent properties must be restored. The contractor will have the coordination responsibility with landowners.

Water and sewage: a new surface water pipeline must be laid along the entire stretch. New manholes, auxiliary drains and infiltration sand traps. The infiltration sand traps will contribute to surface water being infiltrated in the ground and thereby achieving a cleaning effect.

A new diversion basin is to be laid by Voldsløkka. This will be connected to the new surface water pipeline.

A rain bed will be established for local infiltration and treatment of surface water at Voldsløkka and an alternating rain bed and wooden verge at the back edge of the pavement on the west side of the road between Stavangergata and Voldsløkka.

District heating: the installation of district heating is to be coordinated with Undervisningsbygg Oslo KF (UBF) c/o Fortum varme. The ditch for district heating will be excavated by the project and Fortum will lay the pipes.

Walls: two walls will be established within the project area. A footpath with a grate is to be established over the rain bed.

Electro: new street lights are to be established along the stretch. Shelters for bus stops must also be connected to electricity.

The lowering of drawing manholes with drawing cables for the signal installations must be coordinated with the water and sewage and electro drawings. The final placement of manholes must be adapted to installations in the ground.

Planting: some trees will have to be cut down for the width expansion. New trees must also be planted, amongst other places by Voldsløkka, on the verge to the north of Voldsløkka and in some gardens.

Hedges are to be planted as agreed with landowners on adjacent properties. Grass must otherwise be sown on adjoining areas.

Perennials and bushes are to be planted in the rain beds in order to manage and clean the surface water.
