Description:
The contract involves implementing an advanced IDS-class system for monitoring and securing OT/ICS infrastructure at two facilities, including installation, integration, training, and ongoing technical support.
Implementation 1. The subject of the contract is (for two independent facilities, i.e. the Wastewater Treatment Plant in Lubań and the Water Intake in Pisarzowice):
1) Delivery of licenses or the right to use an IDS-class system for OT/ICS; 2) Delivery of necessary devices, probes, or sensors used for passive monitoring of OT infrastructure; 3) Installation and configuration of the system; 4) Preparation of the solution for operation in the Ordering Party's environment; 5) Integration of the delivered solution with the Ordering Party's infrastructure to the extent necessary for the functioning of the system; 6) Configuration of monitoring, detection of threats and anomalies; 7) Configuration of resource inventory mechanisms and vulnerability analysis; 8) Conducting functionality tests; 9) Preparation of post-implementation documentation; 10) Conducting product training for users and administrators; 11) Providing technical support; 12) Handover of complete documentation and results of works to the Ordering Party. The system should enable advanced monitoring of the OT environment at the signature, rule-based, and behavioral levels, and support threat detection, inventory, vulnerability analysis, and analysis of selected technological process parameters.

The evaluation criterion is the net price for execution of the order (weight 100%). 2. The evaluation of offers will be made according to the formula where: P – number of points received in the criterion; Cmin – price of the lowest offer; Cbad – price of the evaluated offer.
Conditions of participation: - Authorization to perform specific activities or actions: Registered in a commercial or professional register conducted in the country where they have their registered office or residence; - Persons capable of performing the order: Contractors applying for the order must have the necessary experience, technical and personnel capacity needed for the correct execution of the subject of the contract.
The contractor will meet this condition if they demonstrate that they have persons capable of performing the contract, holding certificates or qualifications required for the implementation of the project. - Knowledge and experience: The contractor will meet the condition if they demonstrate that in the last 3 years before the deadline for submitting bids, or if the period of activity is shorter – in that period, they have properly executed implementations related to cybersecurity, particularly in OT, ICS, or industrial control system environments; - List of required documents/declarations: 1. Completed and signed bid form by the person authorized to represent the Contractor according to the template constituting attachment no. 1 to the SWZ. 2. The Contractor is obliged to attach to the bid form a current declaration on the date of submission of the bids on meeting the conditions for participation and the absence of grounds for exclusion from the procedure – according to attachment no. 2 to the SWZ; 3. The declaration mentioned in point 2 of the SWZ constitutes evidence confirming the absence of grounds for exclusion and meeting the participation conditions by the Contractor on the date of submitting offers. 4. The contractor's declaration, within the scope of chapter IX section 1 point 5 of the SWZ, on the lack of affiliation to the same capital group, within the meaning of the Act of 16.02.2007 on competition and consumer protection (Journal of Laws 2020, item 1076), with another contractor who submitted a separate offer, partial offer, or request to participate, or declarations of affiliation to the same capital group along with documents or information confirming the preparation of an offer, partial offer or request independently of another contractor belonging to the same capital group – the declaration template is attachment no. 3 to the SWZ; 5. List of implementations made in the last 3 years before the deadline for bids, or if the period of activity is shorter – in that period, where they properly executed implementations related to cybersecurity, especially in OT, ICS, or industrial control system environments, including their value, subject, dates of execution, and the entities for which the supplies were made or are being made, along with certificates attesting to whether these supplies were properly executed or are being executed correctly; such certificates are references or other documents prepared by the entity for which the supplies were made, and in the case of repeated or ongoing services, certificates confirming their proper performance should be issued within the last 3 months – the list template is attachment no. 4 to the SWZ. 6. Manufacturer's certificates for the offered solution or equivalent documents. 7. List of persons assigned by the Contractor to execute the contract, along with information on their professional qualifications, certificates, authorizations, experience, and education necessary to carry out the contract as well as the scope of activities performed and basis for having these persons at disposal – the list template is attachment no. 5 to the SWZ. 8. Extract or information from the National Court Register or the Central Register and Information on Economic Activity, within the scope of Article 109(1)(4) of the Act, prepared no earlier than 6 months before submission, if separate regulations require registration.
