Basingstoke and Deane Borough Council (BDBC) are seeking to commission pilots for social inclusion and homelessness services for 2017- 2019 to best meet local needs and deliver positive outcomes. The pilots have come about following agreement between BDBC and Hampshire County Council, whereby grant funding previously attributable to Supporting People will be combined with BDBC's own revenue resources.
The tender consists of 4 Lots, namely: Lot 1 — Social Inclusion Partnership Fund-raising, Income Generation and Campaigns; Lot 2 — Emergency Access Homelessness Accommodation and Support; Lot 3 — Community Homelessness Prevention Floating Support; and Lot 4 — Making Every Adult Matter (MEAM) Rough Sleeper Outreach.
To work closely with partners of the Social Inclusion Partnership (SIP) to co-ordinate and lead on fund-raising, campaigns and income generation which benefits people who are homeless and promotes social inclusion.
This service will provide on site support and be accessible 24/7, 365 days of the year. The provider is expected to undertake the housing management of May Place House (the hostel), located in London Road, Basingstoke, on behalf of the landlord, London and Quadrant. A critical role of the hostel is to provide accommodation and support to rough sleepers and homeless people with supported needs in housing crisis.
To support in excess of 400 people each year to prevent or reduce the risk of homelessness. The support should optimise a variety of means of engagement including 1:1s in peoples' homes or chosen locations, drop ins or online.
BDBC has recently become a MEAM Pilot and the provider will be required to build on existing cross-sector partnerships, to work directly and assertively with people sleeping rough, sofa surfing or at imminent risk of sleeping rough through to re-housing and recovery. The provider will need to demonstrate an ability to remain neutral and at times be independent of services provided under Lot 2. The services provided under this Lot may extend beyond BDBC to neighbouring Local Authorities; in this case the contract value would also increase.
