The subject of the contract is winter maintenance and post-winter cleaning of road structures and municipal roads in suburban districts in the city of Tychy, divided into tasks:
TASK I - Winter maintenance of road objects: sidewalks, pedestrian routes and footbridges, stairs, pedestrian crossings, asylums, parking lots, squares, tunnels and post-winter cleaning of road structures
TASK II - Winter maintenance of roads and streets along with engineering structures in suburban districts and post-winter cleaning
TASK I - Winter maintenance of road objects: sidewalks, pedestrian routes and footbridges, stairs, pedestrian crossings, asylums, parking lots, squares, tunnels and post-winter cleaning of road structures1. The scope of services includes:
- snow removal and elimination of slippery with the use of sand on the entire surface of road structures with a total area of 585,284.23 m2, including:
sidewalks 312 928 m2, including the area of public transport stops: 18.205 m2
pedestrian routes 46 017 m2
footbridges 2 363,52 m2
stairs 2 156,71 m2
pedestrian crossings 15 224 m2
asylum 792 m2
car parks 173 608 m2
place 21 782 m2
tunnels 10 413 m2
- sweeping sidewalks during the winter season in the absence of winter conditions, i.e. (negative temperatures, snowfall, snow retention) on the basis of a written notification to the Contractor by the Contracting Entity, three sweeping of sidewalks was accepted during the term of the contract, i.e. 312,928 m2 x 3 times = 938,784.00 m2;
- manual snow removal (footbridges, stairs, pedestrian crossings, asylums, public transport stops) with a single area of 38,741.23 m2. Manual snow removal will be carried out in ten brigades of two people each (20 people) – the costs of transporting people should be included in the valuation of manual snow removal; 20 manual snow removal was adopted during the duration of the contract;
- manual cleaning of road objects in the absence of winter conditions on the basis of a written notification of the Contractor by the Ordering Party specifying the place and area to be cleaned; the maximum area to be cleaned during the term of the contract – 200,000 m2;
- post-winter sweeping of road objects with a total area of 585,284.23 m2;
- setting 20 pcs. sand containers in places designated by the ordering party;
- setting snow hurdles at a length of 200 mb according to the Ordering Party's indications.
2. The duties of the Contractor shall include:
(a) maintenance of road facilities,
(b) conducting winter action with constant cooperation with the MZUiM inspector.
Decisions on how the shares are conducted, and in particular:
— the moment of start of the active action,
— the quantity of units put into action,
— use of the type and doses of materials to combat slipperiness,
— the moment of completion of the active action
The Contractor shall agree with the MZUiM inspector by telephone.
(c) compulsory detour of the dispatcher or designated person at each command of the MZUiM inspector to verify the condition of the pavement of the road objects,
(d) monitoring (patrolling) the state of road facilities,
(e) the execution at his own expense of any interventions resulting after the Contractor's notification of the completion of the active action concerning the improper performance of snow removal and removal of slipperiness or omission of sections of road surface,
(f) securing specialised equipment guaranteeing a non-emergency winter action,
(g) carrying out snow removal in such a way as not to backfill roads, bus stops, commutes and other places adjacent to road structures and does not contaminate the facades of buildings, fences with snow and snow mud.
A detailed description of the order and how to perform it shall be specified in the Description of the object of the contract and in the Designed Contract provisions developed for the purposes of this contract, which are Annex 2 and 8 respectively to the SWZ.
TASK II - Winter maintenance of roads and streets along with engineering structures in suburban districts and post-winter cleaning1. The scope of services includes:
- snow removal and removal of road slipperiness over the entire surface with an appropriate amount of materials including bus bays, parking spaces, total road length 121.75 km and area 551.007 m2,
- post-winter sweeping of roads with fuses made of residual material – 551,766 m2.
If there are no winter conditions, i.e. (negative temperatures, snowfall, snow accumulation on the lanes), the Contractor, at the written request of the Contracting Authority, will perform the service of mechanical road sweeping – three road sweeps were accepted during the term of the contract, i.e. 551,007 m2 x 3 times = 1,653,021 m2
2. The duties of the Contractor shall include:
(a) maintenance of roads according to the III standard of maintenance,
(b) conducting winter action with constant cooperation with the MZUiM inspector.
Decisions on how the shares are conducted, and in particular:
— the moment of start of the active action,
— the quantity of units put into action,
— use of the type and doses of materials to combat slipperiness,
— the moment of completion of the active action
The Contractor shall agree with the MZUiM inspector by telephone.
(c) compulsory detour of the dispatcher or designated person at any command of the MZUiM inspector to verify the condition of the road surface,
(d) monitoring (patrolling) the state of roads,
(e) the execution at his own expense of any interventions resulting after the Contractor's notification of the completion of the active action concerning the improper performance of snow removal and removal of slipperiness or the omission of road fragments,
(f) securing specialised equipment guaranteeing a non-emergency winter action,
(g) conducting snow removal in such a way as not to backfill adjacent roads of sidewalks, car parks, bus stops, pedestrian crossings, commuters and other places, and not to contaminate the facades of buildings, fences with snow mud.
A detailed description of the order and how to perform it shall be specified in the Description of the object of the contract and in the Designed Contract provisions developed for the purposes of this contract, which are Annex 2 and 8 respectively to the SWZ.
