The contract is not tendered in separate lots, as the Ministry of Foreign Affairs assesses that the contract is best handled by one supplier due to security and logistical considerations. Furthermore, it is the Foreign Ministry's assessment that a division would be economically inappropriate due to the limited economic value of the framework agreement.
