The coalition agreement of the past 19th legislative period had provided for a review of the spectrum of medical treatment in the sense of increased patient safety. In fulfilment of this mandate, the Federal Ministry of Health had a legal opinion drawn up in which the non-medical practitioner law was comprehensively examined. On the basis of the legal opinion, the Federal Ministry of Health has also initiated a discussion process with the federal states and associations. The results of the legal opinion as well as findings from the discussion process indicate an insufficient data and factual situation, which makes further work and future decisions difficult. In order to improve this data and facts and to enable a concrete problem analysis, an empirical report should collect representative data.

In addition to the non-medical practitioner license, the expert opinion should also consider the sectoral non-medical practitioner licenses in psychotherapy and physiotherapy as well as the respective perspective of the patients. The contract consists of two lots.

Lot 1 - "Non-medical practitioner license and sectoral non-medical practitioner licenses" - looks at the non-medical practitioner license and the sectoral non-medical practitioner licenses in psychotherapy and physiotherapy. The report is intended to examine representative issues in the areas of profession, vocational training and professional practice, including patient safety, therapy methods and integration into the health care system, including economic factors.

Lot 2 - "Patients" - considers questions about the patients of alternative practitioners and the patients of persons with sectoral non-medical practitioner licenses in psychotherapy and physiotherapy.
