The objective of the contract is to comply with Skyss' requirements for ticket inspections at Skyss' means of transportation; buses, the Bergen Light Rail and vessels. The ticket inspection service shall as much as possible contribute to increasing the share of paying passengers, and thus contribute to increasing Skyss' ticket earning. The inspections shall also contribute to a safe and pleasant journey for Skyss' passengers.

The ticket inspections shall be conducted at all bus, rail and vessel stretches in Hordaland, under Skyss' responsibility. The assignment includes the following areas:

1. Large-Bergen, including

— Buses.

— Bergen North (including the region centres in Arna and Knarvik), Bergen Light Rail, the central areas of Bergen and Bergen south (until the centre of Os), Bergen west (until Kleppestø and Straume).

— Bergen Light Rail.

2. District

a. Buses outside Large-Bergen.

b. Vessels in Hordaland County.

The contract includes three relevant inspections:

1. Access inspections.

2. On-board inspections.

3. Counting.

Access control means that all passenger boarding the mean of transport must present a valid ticket when boarding. These controls will primarily be conducted at the stops in the central areas of Bergen. The estimated scope for this type of inspections are 200 hours.

The on-board inspections are regular ticket inspections on-board in the mean of transport. The contracting authority estimates the scope to approx. 2 500 hours in the District area per annum and approx. 500 000 controlled passengers in Large-Bergen per annum.

Counting includes the counting of travellers. Counting shall be conducted up to twice a year for a limited period of 2 to 4 weeks. This will probably include all transport means and several parts of the County.
