The service subject to the award includes the guarding of collective accommodation (GC) for the accommodation of refugees in the area of the district of Bodenseekreis as well as management services for the care of refugees in halls in the district of Bodenseekreis. The award will take place in two lots.
Security deposits District Area WestDetails of Lot 1:
Currently, the following shared accommodations are to be guarded:
- Salem, Leutkircher Straße 1 (Old Town Hall) (80 seats): stationary security 24/7
- Überlingen, Ziegeleistraße 3 (43 places): 24/7 surveillance with mobile patrols of other accommodations at night and mobile escort on call during the day
- Sipplingen, Laupenweg 8 (98 places): stationary security 24/7
In addition, guarding and accommodation management services must be provided in the following emergency accommodations:
- Überlingen, Halle at Obertorstraße 16 (72 seats)
- Immenstaad, Schulstraße 11 (70 seats)
The halls/emergency shelters are to be guarded with a 24-hour/7-day service. Guard times in shared accommodation vary. Further details can be found in the service description. Deviations from this are possible, such as guarding only at night or in the area service. Unless otherwise determined in individual cases, the objects are to be guarded by at least two persons.
Due to the unforeseeable development of refugee flows and the security situation in the coming months, the scope of services to be provided may fluctuate greatly. The guarding of individual objects can be completely omitted. In addition, new objects can also be added. This is taken into account accordingly both in the specifications and in the draft contracts. The client therefore attaches particular importance to flexibility on the part of the contractor.
The contract for the security services is expected to start on 1 September 2023 and runs until 31 August 2025 (fixed basic contract term). There is a unilateral extension option in favour of the client twice by one year each. In addition, the client has the right to terminate the contractual relationship prematurely with a notice period of 3 months.
The details of the scope of services can be found in the service description and in the draft contract. These documents will be sent separately to the candidates selected for tender, together with the invitation to tender.
