The general objective of this procurement is to implement an integrated GIS&Topology platform (Geographic Information System), consisting of a GIS application, including specific extensions/modules to enable the network design processes or to facilitate integrations and a mobile GIS application, aimed at managing and administering the electric distribution network (IT, MT, JT) geographically located in the area managed by the contracting entity. The contracting entity will respond to all requests for clarifications or additional information on the 11th day before the deadline set for submitting participation requests, in accordance with Article 173 paragraph (1) of Law 99/2016 regarding sectoral procurement. The number of days until which clarifications can be requested before the deadline for submitting offers/applications is 19.

Specific objectives : a) Implementation of the Integrated GIS&Topology Platform, consists of: Design, delivery, installation, customization, integration, training, data transfer, testing, commissioning and operational handover of an Integrated GIS&Topology Platform (integrated GIS&Topology platform + mobile GIS application). b). Data transfer from legacy systems to the integrated GIS&Topology platform: The objective is to ensure a seamless transition of network data from the old systems to the new Integrated GIS&Topology Platform through a structured and iterative migration strategy. c). Provision of Licenses, Recurring Maintenance Services and Support for the Integrated GIS&Topology Platform: - Provision of perpetual licenses - Installation of the system and initial configuration - Maintenance, upkeep, management, and updating of the Integrated GIS&Topology Platform software (integrated GIS&Topology platform and mobile GIS application). d). Change request services. The total duration of the service contract is 6 years (2 years for implementation, 3 years warranty, and 1 year post-warranty), but it can be extended, based on the bidder's assumption of the evaluation factor regarding the extension of the post-warranty period (up to a maximum of 2 years), so the contract duration may reach a maximum of 8 years.
