The person who will represent the group with regard to the contracting authority, and who will be responsible for coordinating the studies and services carried out by the other members of the group is the architect.
Subcontracting is authorized for the following missions: stability engineer, engineer in special techniques, advisor
PEB, and a landscape architect.
Pursuant to article 55 of the Royal Decree of 18.4.2017, the submission of a joint offer by several selected candidates is prohibited.
When the contract documents refer to the tenderer, the successful tenderer and the project author, we mean the above-mentioned multidisciplinary team.
If the two candidates concerned by the multiple participation of a subcontractor are selected, the latter may only submit an offer within the framework of one of the two candidates. Applicants concerned must anticipate this situation to avoid rejection of their offer.
In the event of multiple participation of one or more subcontractors, the selection procedure will be carried out as follows:
1) firstly, the contracting authority will analyze and provisionally classify the candidates concerned, taking into account any duplication;
2) as a second step, he will inform the groups concerned by a risk of double offer of their provisional classification and will invite the subcontractors present in several groups to choose the one by which the offer is introduced;
3) thirdly, he will proceed to the final classification of the candidacies after the withdrawal of one or more groups concerned by the risk of a double offer and will invite the various candidates to formulate an offer.
The maximum budget for works that may be the subject of subsequent contracts is EUR 26,000,000 excluding VAT (provisional amount, awaiting confirmation from the municipality for the development of public spaces) (excluding fees and connection costs for the control room, excluding road works and pavements, and excluding price revision), including redevelopment of the surroundings. The successful tenderer is not entitled to claim compensation if the entire budget is not implemented.
The fees to cover the entire assignment are set as follows: the overall rate of fees is fixed at a flat rate of 10% of the amount of the work estimated by the tenderer when the tender is submitted, regardless of the actual amount of work execution.
