Preparation of an open space plan in accordance with § 39 HOAI with service phases 1 - 3 with the participation of a traffic planner with two-stage participation of the public during the planning,

optional LPH 4-5 and LPH 6-9 (after receipt of notification of funding)

and creation of a concept plan for two sub-areas

During the period of the funding application and approval, the contract for phases 4 and 5 can already be awarded as the second partial contract (without prejudice to funding).

If funds are approved, the contract for phases 6 to 9 will be awarded as the third partial contract.

The Contractor has no legal claim to the commissioning of the options.

Negotiation procedure with participation competition

1.1 Aptitude test (1st level):

At the first stage of the procedure, the suitability of the candidate is checked. To prove suitability, the self-declaration 124 LD VHB must be submitted.

1.1.1 It must be proven by means of suitable documentation material that the applicant has successfully implemented at least three planning tasks of comparable size (construction volume 1.0 million net), complexity and construction volume with a description of the work phases worked on in the last five years.

1.1.2 Suitable documentation material must be used to prove that in the last five years at least two planning tasks have been successfully completed in cooperation with a traffic planner of comparable size (construction volume 1.0 million net), complexity and construction volume with a description of the work phases processed.

1.1.3 Appropriate documentation must be used to demonstrate that at least two planning tasks have been carried out in the last five years, including complex public participation of comparable size, complexity and construction volume, with a presentation of the proportion of different interest groups (such as administration, clubs, associations, political bodies, citizens, other interest groups, etc.), as well as with a description of the objectives, complexity and possible challenges have been successfully processed.

1.1.4 Appropriate documentation must be used to demonstrate that at least one planning task related to computer-aided technology (visual representation of information or augmented reality) has been successfully completed in the last five years.

1.2 Award/Evaluation (2nd stage):

For the evaluation of the individual bids, it is necessary that each bidder submits a conceptual presentation in written form (max. 20 pages DIN A 4), which shows how the tendered services are created and successively developed with the project partners. The individual work steps must be described.

Furthermore, it must be proven by suitable documentation material that the applicant is able to put together a project team with sufficient project experience in the area of the task required in the service description. This is to be proven by naming the members of the project team, naming the qualifications of the members and naming the number of years of professional experience, as well as by describing the reference projects with a short project description, details of the construction volume and details of the reference provider with address, contact person and extension/e-mail address.

The attached specifications are to be priced.

The contract is awarded on the basis of the priced specifications. The calculation and composition of the price offered must be presented appropriately.

The following procedure is used to evaluate the offer price:

Linear interpolation, 2x lowest offer price. The offer with the lowest offer price will receive the maximum score of 100 points. Offers whose offer price is between the lowest offer price and 2 times the lowest offer price will receive a score according to the interpolation:

The scoring is based on the following weighting:
