The contract consists in appointing an architect or a team of project authors charged with a complete architectural mission including the study and the control of the realization of the renovation of 92 public housing located Avenue of the Corderie blocks 41-43-61-63 to 7301 HORNU who is in charge of the coordination of health and safety during the development and the realization of the project. This contract involves strict requirements as to the deadlines for completing the file.

In view of the study and the realization of works contracts of:
- The renovation and conversion of 92 public housing units spread over 4 identical blocks 41-43-61-63, Avenue de la Corderie at 7301 HORNU in compliance with the standards of safety, fire and energy performance of buildings in force, including elevator standards.
- The development of the surroundings including the creation of parking area according to the urban planning rules in force (+/- 130 places). The study will also focus on the creation of 36 additional parking spaces for the neighboring block 81 in order to optimize the access facilities required by the regional fire service.
The contract has a duration equivalent to the duration necessary for the fulfillment of the mission, from the notification of the contract to the adjutant. The contract ends when the final acceptance of the works of the last project whose studies have been commissioned is granted by a PV approved by the contracting authority. A precise schedule is imposed by the subsidizing power. At the final date of June 15, 2019, the project author will transmit a complete and costed preliminary design to the power delegator, it will take again the nature of the work carried out and an estimate according to the posts of the CCTB 2022. The author of project will put all implementation for the start of construction before the end of 2019 - beginning of 2020.
The mentioned dates (beginning and end) are therefore indicative and are the result of a retroplanning carried out by the adjuster authority taking into account the binding theoretical administrative deadlines, to the exclusion of all hazards, which are the delays of guardianship and license . The date of 1 April 2019 would be that of the order for the service contract which is the subject of this contract and that of 5 March 2020, the order for the works contract. These delays would theoretically be those of the firm tranche.
