Description:
Liège - complete mission of project author for the development of a soft fashion corridor on the left bank of the Meuse

See II.2.4).

The purpose of this service contract is the full project author assignment for the development of a corridor for soft modes on the left bank of the Meuse. The project involves the re-appropriation of the banks of the left bank of the Meuse for soft modes between Coronmeuse and the Val Benoit site. In order to ensure a global vision of the corridor's insertion into its environment, and to ensure optimal and secure use of the corridor, the study area will include optimized connections between the corridor and the surrounding city.

It is therefore necessary, in a non-exhaustive manner, to carry out the following steps:

- sketches of layout possibilities, crossings and connections of the corridor,

- multicriteria analyzes of the different possibilities identified, for each section in length, crossing and connection,

- presentation of this analysis for validation of the options by the support committee,

- drawing up the plans and documents necessary to obtain authorizations (town planning, heritage, etc.),

- presentations and participation in information meetings that may be necessary,

- technical studies and preparation of market documents (specifications, measurements, plans, ...),

- analysis of the offers,

- follow-up of the construction site, control of the implementation, general coordination, verification of the progress reports, organization of the site meetings, until the provisional reception,

- follow-up of any remarks and participation in the final acceptance.

For each stage of the project, all the aspects listed below will be taken into account:

A) architecture and technique:

1) urban integration in context taking into account the presence of the river and its structures, the treatment of boundaries and connection to existing networks;

2) landscape integration of infrastructures and reinforcement of plant presence on the site while maintaining social control (visual control) and designed from the outset to allow limited maintenance;

3) development of a contemporary and original layout appropriate to the uses;

4) ecological transition; infiltration of rainwater, economical management of resources by the design, the choice of sustainable materials and plants appropriate to the destination of the site;

5) maintenance: all structures and equipment to be constructed must be designed in such a way as to require only limited maintenance and to resist the acts of vandalism likely to occur in this type of space accessible to the public;

6) provide appropriate equipment for the approval and safety of users (signaling, securing, installation of users, benches, bins, lighting devices, etc.);

B) mobility and regulations:

1) legibility and continuity of itineraries;

2) accessibility for all users (pedestrians, PRM, cyclists and micro-mobility (scooter, overboard, ...));

3) multiplication of possible connections to existing networks;

4) safe movement for each type of user but also with respect to each other;

5) optimization of the circulation of each type of user;

6) compliance with the regulations in force (traffic laws, code of the manager, security audit, etc.).

It is the bidder's responsibility to review the feasibility of this program and this work against the current context and the overall amount.

On the basis of this examination, the programming may therefore be specified and submitted to the contracting authority for approval.
